TurkStat counted 86.09 million residents in 2025, and 32.5 million people were in the workforce in August 2026. Foreign firms that work with an employer of record in Turkey can recruit from that pool long before a Turkish subsidiary would be ready.
Registering a Turkish company still takes months and solid regulatory knowledge, so many firms start with an employer of record in Turkey arrangement instead. Under the Employer of Record model, the provider handles the legal side of employment, from SGK filings to payslips. Day-to-day management stays with you.

INSIGHT: How much do employers pay on top of salary in Turkey in 2026?
Law No. 7566 made Turkish employees more expensive in 2026: a higher pension share, a smaller discount outside manufacturing and a higher contribution ceiling.
- Employer SGK of 21.75% plus 2% unemployment insurance; 19.75% with the 2-point on-time payment discount outside manufacturing (16.75% in manufacturing).
- The contribution ceiling rose from 7.5 to 9 times the minimum wage: TRY 297,270 a month.
- Minimum wage: TRY 33,030 gross, up 27%, and free of income tax and stamp duty.

How Does an Employer of Record Work in Turkey?
With an EOR in Turkey, the provider’s Turkish company signs the employment contract and registers the employee with SGK, the Social Security Institution. It runs payroll in TRY, withholds income tax at rates from 15% to 40% plus stamp duty, and arranges work permits for foreign hires. Your managers still set the tasks, targets and working hours.
The catch lies in Article 7 of Labor Law No. 4857. Temporary employment through a licensed private employment agency is allowed only in listed cases. In most cases, it may last up to 4 months and can be renewed twice, for a maximum of 8 months.
For permanent roles, providers use other structures, such as hiring through their own Turkish company under a service agreement or hybrid payroll and outsourcing models. My overview of PEO in Turkey covers those payroll-led setups for long-term hires in more detail.
INSIGHT: Can you use an employer of record in Turkey long term?
Turkish law caps temporary employment through an agency, so ask every provider how it structures a permanent hire.
- Labor Law No. 4857 allows agency-based temporary work only in listed cases, in most of them for up to 4 months, renewable twice to 8 months in total.
- For longer engagements, providers use direct employment by their own Turkish company with a service agreement, or hybrid payroll and outsourcing models.
- Ask which entity signs the contract and how the arrangement is documented before you sign.

How long does it take to onboard an employee through a Turkish EOR?
Most local hires take about 5 to 10 business days from an approved offer to SGK registration. That assumes the documents and service agreement arrive on time. In that window, the provider drafts the Turkish contract, collects personal details and registers the employee before the start date. Foreign nationals take longer because a work permit must be in place first.
What type of employment contracts do Turkish EORs offer?
Providers use indefinite-term contracts for permanent roles and, where the law allows, fixed-term contracts, written in Turkish. Temporary work through a licensed agency is capped by Article 7 of Labor Law No. 4857: in most cases, 4 months, renewable twice up to 8 months in total. For longer roles, ask which company signs the contract and how the arrangement is documented.
What employee benefits can you offer through an EOR in Turkey?
