I reviewed 11 providers for this market: 6 from the Anywherer database and 5 global platforms. Each entry shows the base, the scope, and what sets it apart. None are based on the islands. Published contribution figures for Comoros disagree so badly that I treat the registration duties as the solid ground and the rates as items to confirm.

Why Comoros Needs an Employment Partner

The Union of the Comoros is a 3-island state in the Mozambique Channel, between Mozambique and Madagascar: Grande Comore (Ngazidja), Anjouan (Ndzuwani) and Mohéli (Mwali). Moroni, on Grande Comore, is the capital. World Bank data puts the population at about 883,000 and GDP at $1.8 billion in 2025, with 3.8% growth. Comorian, French, and Arabic are official languages, and French is used in administration and business. A Comoros employer of record pays staff in Comorian francs (KMF), a currency backed by a monetary cooperation agreement with France. Fisheries, vanilla, cloves, ylang-ylang, modest tourism and diaspora remittances carry the economy.

Remittances alone equaled 20.8% of GDP in 2023. Hiring comes from fisheries and maritime services, spice and essential-oil supply chains, telecoms, and the port and logistics trade. NGO and donor programs add more, along with a few remote French-speaking roles. The formal sector is tiny: an IMF paper estimates informal work at 88% of the active population. Companies come for a specific project, not for scale, and an EOR in Comoros lets them employ through a partner without registering a company. Mayotte, administered by France, falls outside this guide.

An employer of record is a third-party company that legally hires staff for a foreign client and carries the local employment duties. It runs payroll while the client directs the work. For an employer of record, Comoros means the Code du Travail (Labor Code), the 1984 law as amended on June 28, 2012. Fixed-term contracts over 3 months must be in writing and stamped by the labor inspectorate, at the employer’s request. The employer joins the Caisse Nationale de Solidarité et de Prévoyance Sociale (CNSPS), the national solidarity fund. Les pensions sont versées par la Caisse des Retraites des Comores (CRC). KMF payroll follows, with income tax withheld for the Direction Générale des Impôts (DGI, the tax directorate).

Next come 6 providers from the Anywherer database and 5 global platforms with country pages, and not one has an office on the islands. Each block covers scope and strengths. Read them against the alternative of registering your own company. You would then carry every filing and liability yourself, which the Employer of Record model is built to avoid.

INSIGHT: What can you actually pin down about the cost of a Comorian hire?

You can trace the working week, leave, and private pension rate to official or multilateral sources. The minimum wage and the solidarity fund rate cannot, so treat both as figures to confirm.

  • Minimum wage: Article 106 of the Code leaves the SMIG (Salaire Minimum Interprofessionnel Garanti) to a Council of Ministers decree. I could not find that decree published (Code du Travail, checked October 2026).
  • Working time: 40 hours a week and 8 hours a day (Article 121). Paid leave accrues at 2.5 calendar days or more per month of service (Article 133).
  • Pensions: non-civil servants, private staff included, pay 8% to the CRC, split 5% employer and 3% employee (IMF Country Report 26/48, February 2026).
  • Income tax is withheld through payroll and paid to the DGI. I could not access the current official scale, so I requested the brackets in writing (October 2026).

How to Pick an EOR Partner for Comoros

Nobody on this list is local, and the published rates do not agree, so the useful test is short. Ask any EOR Comoros candidate for the employer contribution rate, the institution that collects it, and the text it comes from. A provider that names a decree has done the work, while one quoting a round number without a source has probably copied a guide.

The Africa-focused firms deserve a close look. Africa HR Solutions runs from Mauritius, the Indian Ocean hub, and keeps both an EOR page and a payroll page for Comoros. Africa Deployments, Breedj and MaxisHR also publish country pages, which suggests the market is on their map rather than in a dropdown. French contracts are a real requirement here, not a courtesy.

Then ask the questions buyers tend to skip. Which company signs the contract, and does the provider own it or rent a partner’s? Who requests the inspectorate visa, which funds receive contributions at what rate, and who handles a foreign hire’s work card? Get all 4 answers in writing. Only 1 provider here publishes a fee, so written quotes are the only fair comparison.

INSIGHT: Why published Comoros contribution rates range from zero to 16%

This is not one stale figure copied around. The sources truly disagree: 2 contradict each other, and 1 admits the authorities do not publish consistently.

  • Vendor pages put the employer share anywhere from 0% to 16%, mostly with no law or decree cited. A rate without its source cannot be used for a budget.
  • 2 bodies are involved. The CRC pays pensions, and Decree No. 14-176/PR makes CNSPS membership compulsory for any employer (WHO legal database). I found no official use of the ‘CNSS’ name that guides repeat.
  • Public and private rates differ. Civil servants pay 17% (12% employer) since January 2025, per the Ministry of Finance, and private staff pay 8% to the CRC (IMF, 2026).
  • One provider admits breakdowns are not published consistently and should be confirmed at payroll setup. Treat the contribution line as an estimate until its source is shown, and write that into the contract.

6 Providers Offering EOR Services in Comoros

This group comes from the Anywherer database, which our team supplied and rechecked, so we did not build it from search results. Each firm sells employment, EOR, or payroll administration that reaches the islands. I looked for KMF payroll, social fund and pension registration, inspectorate visas for contracts, French contracts, income tax withholding, permit help, and open pricing. The group shares 3 traits: none is based there, none states a verifiable contribution rate, and none posts a fee for EOR in Comoros.

Providers appear in A-to-Z order. The sequence says nothing about quality, preference, or ranking.

5 Global Platforms Offering Employer of Record in Comoros

For these 5, Comoros is 1 country among well over 100. That brings the same contract process, 1 dashboard, and 1 compliance standard everywhere you hire. The caveat is serious: published Comoros EOR detail across this group is the least consistent I have seen. The same statutory question gets answered 5 ways. Treat each country page as sales material and ask which entity employs the worker and where the contribution figure comes from.

Providers appear in A-to-Z order. The sequence says nothing about quality, preference, or ranking.

INSIGHT: What a Comoros EOR quote should actually contain

Of the 11 providers, 10 quote case by case. With the statutory rate in doubt, a quote has to show its working rather than a single number.

  • Separate lines for the management fee, statutory pass-through, work card costs for foreign hires and any currency handling charge.
  • The source: the fund, the rate, and the decree behind it. Check pensions against the CRC’s 5% employer share for private staff (IMF, 2026).
  • The entity: a provider using a partner company sells something different from one employing through its own. Ask for the entity’s name.
  • A true-up clause saying what happens if the pass-through proves wrong either way. Otherwise it gets argued later (checked October 2026).

If the plan stretches past one archipelago, my Madagascar EOR guide covers the closest large neighbor. Both markets often draw on the same French-speaking shortlist.

Africa HR Solutions runs its Indian Ocean work from Mauritius. My notes on an employer of record in Mauritius explain why that island acts as the regional hub.

Across the channel, my Mozambique EOR services page suits readers weighing a mainland base against an island one. Proximity doesn’t make the rules the same, and the published record on EOR in Comoros is thinner than for any of its neighbors.

What to Know About EOR Comoros: FAQs

Which labor rules matter most when hiring in Comoros?

The Code du Travail is Law 84-108/PR of 1984, amended by Law 12-12/AU of June 28, 2012. Fixed-term contracts over 3 months must be written and stamped by the labor inspectorate at the employer’s request. Silence for 30 days counts as approval. The week is capped at 40 hours, paid leave accrues at 2.5 days a month, and probation cannot exceed 6 months.

What does an employer contribute to social security?

Private staff belong to the CRC pension scheme. The employer pays 5% and the employee 3%, according to an IMF report built on CRC and ILO data. Decree No. 14-176/PR also requires every employer to join the CNSPS, the national solidarity fund. I could not verify its rates, so confirm them with the fund before payroll starts.

What is the minimum wage in Comoros?

Under Article 106 of the Code, a Council of Ministers decree sets the minimum wage. Guides widely quote KMF 55,000 a month, with dollar conversions that differ by date, but I could not trace that figure to a published decree. In April 2017, Al-Watwan reported that a KMF 62,000 proposal had stalled, so ask your provider for the text it applies to.

Do foreign hires need work authorization?

Yes. Article 150 bars anyone from employing a foreigner without the special foreign worker card, and a decree sets the procedure. Fixed-term contracts for non-nationals are limited to 3 years unless the labor minister grants an exception. No official processing time is published, and most hires in this small formal sector are Comorian nationals anyway.

How do I choose between these providers?

Ask whether the provider employs through its own Comorian entity or a partner. It should name the CRC and CNSPS, their rates and the texts behind them, then explain who handles French contracts, inspectorate visas, and work cards. Insist on a quote split into fee, statutory pass-through, and permit costs, since only 1 of the 11 publishes a fee.
