Vietnam keeps drawing foreign investment thanks to stable politics, a young workforce and fast growth: GDP rose 8.02% in 2025, per the World Bank. Hiring through an employer of record in Vietnam is often the quickest way to tap that market.

Trade deals such as the CPTPP and EVFTA add to the appeal. For teams new to Vietnamese labor law, EOR Vietnam services remove the need to open a local company first.

Under the Employer of Record model, the provider becomes your legal employer while you manage day-to-day work.

In this refreshed article, I review 15 providers in two lists: 10 Vietnamese firms and 5 global platforms.

Compliance moved fast in 2026. Regional minimum wages rose in January, the insurance ceiling rose in July, and a new personal income tax law took effect that same month.

INSIGHT: What does Vietnamese payroll add to each gross salary?

Employers add about 21.5% in statutory insurance plus a 2% trade union fee. 2026 also brought higher minimum wages and a higher contribution ceiling.

  • Social insurance 17.5%, health insurance 3% and unemployment insurance 1% from the employer; 10.5% from the employee.
  • Social and health insurance are capped at VND 50.6 million a month from July 1, 2026.
  • Region I minimum wage: VND 5,310,000 a month from January 1, 2026, up 7.2% on average across regions.

How Does an Employer of Record Work in Vietnam?

An EOR in Vietnam signs the labor contract through its own Vietnamese company and registers the employee with Vietnam Social Security.

It then runs payroll in VND and withholds personal income tax under the new 5-bracket PIT law. It also pays the 13th-month salary where the contract promises one.

For foreign hires, the provider handles work permits under Decree 219/2025/ND-CP, in force since August 2025. Your managers direct daily work.

Most Vietnamese services sold as EOR run under the Labor Code’s labor-leasing rules (cho thuê lại lao động). Leasing is limited to 20 permitted jobs and 12 months per assignment, and the provider must keep a VND 2 billion deposit.

The licensing rules were amended in 2026 and a new decree is being drafted, per VnEconomy. I would ask every provider for its current permit before signing.

INSIGHT: How does an employer of record work in Vietnam?

Vietnamese EOR services usually run under the Labor Code’s labor-leasing rules. Check the provider’s permit and its limits.

  • The provider employs the worker and assigns them to the client, which directs the daily work.
  • Leasing covers 20 permitted job types, with a maximum of 12 months per assignment and a VND 2 billion deposit.
  • Work permits for foreign hires follow Decree 219/2025/ND-CP, in force since August 2025.

What Is the Best Employer of Record in Vietnam?

I do not think one provider fits everyone. The right choice depends on where you recruit, which languages your team needs and how many countries you hire in.

Vietnamese firms often offer the best EOR services Vietnam has for local recruiting and Vietnamese-language support.

Several local firms also run Japanese- or Korean-speaking teams. For many Asian headquarters, that is what defines the best EOR services in Vietnam.

Global platforms suit companies hiring across multiple countries. In that case, the best EOR provider in Vietnam is usually the vendor that already pays staff elsewhere.

The 2 lists below follow that split, starting with Vietnamese firms.

10 Local Businesses Offering Vietnam EOR Services

Every Vietnam employer of record in this list is headquartered in Vietnam or works through its own Vietnamese company, including local arms of foreign groups.

Most combine Vietnam employer of record services with recruiting. A few started as staffing firms and added EOR later.

I paid most attention to the Vietnam employer of record and payroll services each firm describes on its own site.

Providers are listed A to Z, and the order says nothing about quality or preference.

EOR Solutions Vietnam: FAQs for Global Employers

What should you look for when selecting an EOR provider in Vietnam?

Start with the legal basis: ask whether the provider operates under a labor-leasing permit and how it handles the 12-month limit per assignment. Then check its grasp of the 2026 changes, from regional wages to the new income tax brackets. Clear pricing and support in your working language matter too, especially for Japanese or Korean headquarters.

Are there advantages of engaging a Vietnam-headquartered EOR versus a multinational service provider?

Yes. Local firms tend to respond faster, know provincial authorities, and often recruit as well. Global platforms bring 1 contract and 1 dashboard across many countries, which helps multi-market teams. I would choose by footprint: Vietnam only, or Vietnam as 1 country among several.

What is the typical pricing model for EOR services in Vietnam, and how clear are the costs?

Most providers charge a monthly fee per employee. Published fees on this page run from $80 at Aniday to $699 at Remote, while 10 providers quote per case. Salary, about 21.5% in employer insurance, and the 2% union fee come on top, so ask for a full monthly cost sheet.

Are there red flags to watch out for while selecting EOR providers in Vietnam?

Yes. A provider that cannot show a labor-leasing permit, or that keeps the same worker on assignment beyond 12 months, is a warning sign. Vague fees and slow answers are others. I also ask for proof that social insurance and income tax are paid on time, since late payments bring fines and back charges.
