Hiring in Mauritania: What the Rules Demand

Mauritania is a vast, thinly populated country on the Atlantic coast, where the Maghreb meets West Africa. The World Bank counts 5.3 million people and a GDP of $11.7 billion in 2025, with growth of 4.0% that year. Nouakchott is the capital, while Nouadhibou is the port and industrial center. Arabic is the official language, French is common in business, and the currency is the Mauritanian ouguiya (MRU). The economy rests on iron ore, gold, copper, and fisheries, plus the offshore gas field shared with Senegal.

Foreign hiring clusters around mining operators and their contractors, offshore energy service companies, fish processing, construction, and the NGO and donor sector. The formal labor pool is small: the World Bank puts about 61% of people in cities, and skilled roles gather in Nouakchott and Nouadhibou. A foreign company doesn’t need its own entity to hire, because a Mauritanian employer of record can carry the contract.

An employer of record in Mauritania is an outside company that signs the employment contract for a foreign firm and carries an employer’s legal duties. The client still assigns and supervises the work. Locally, that means a written contract under the Code du Travail (Labor Code, Law 2004-017), Ouguiya payroll, and salary tax withholding. The provider registers staff with the Caisse Nationale de Sécurité Sociale (CNSS, social security) and the Caisse Nationale d’Assurance Maladie (CNAM, health insurance). The Office National de la Médecine du Travail (ONMT, occupational health) takes a separate levy, and all 3 are paid quarterly.

INSIGHT: What does a Mauritanian employer actually pay on top of salary?

The load splits across 3 separate bodies with different ceilings, and guides that quote a single employer percentage usually leave one of them out.

  • Health (CNAM): 5% employer and 4% employee, on the full salary with no ceiling (CLEISS, rates from January 1, 2025).
  • CNSS branches cover old age, invalidity and death, work accidents, occupational disease, and family benefits. Together, they cost 13% for the employer and 1% for the employee, capped at MRU 70,000 a month (CLEISS, January 1, 2025).
  • Occupational medicine (ONMT): 2% from the employer only, on the same MRU 70,000 base, set by Decree 2020-039 of March 23, 2020 (Journal Officiel).
  • Totals: 20% employer and 5% employee, paid every quarter. The MRU 70,000 ceiling is more than 15 times the MRU 4,500 monthly SMIG, so most salaries sit fully under it. A 12% SMIG rise was announced in April 2026.

What Is the Best EOR Option in Mauritania?

The roster includes a single Mauritania EOR based in Nouakchott, and that matters here. Labor rules differ from the regional norm, and contributions follow a quarterly cycle, so local payroll habits matter. A team on the ground also knows the labor inspectorate and the CNSS counters. Still, a single local option is a thin field, and it leaves little room to compare.

The Africa-wide and international providers offer uniform paperwork, one dashboard, and the same standard across many markets. That pays off when Mauritania sits next to Senegal or Morocco in one hiring plan. Some also publish maritime crewing or project workforce services, which fit the fishing fleet, offshore gas and mining unusually well.

Whichever type you lean toward, ask 4 questions that buyers often skip. Whose name is on the contract, and is that company the provider’s own or a partner’s? Who is registered with the CNSS and the CNAM, who drafts the French-language contract, and who handles the work permit for a foreign national? Get all 4 answers in writing, because without published rates, a written quote is the only fair way to compare.

INSIGHT: Why Mauritania does not follow West African rules

Mauritania borders Senegal but sits outside the monetary and legal frameworks that govern most of Francophone West Africa, so regional assumptions do not transfer.

  • Currency: the ouguiya, not the CFA franc. The old MRO code was withdrawn in December 2017 (ISO 4217 list). The new MRU replaced it at 10 old to 1 new from January 2018.
  • Business law: OHADA lists 17 member states, and Mauritania is not one of them, so the harmonized Uniform Acts do not apply.
  • Regional blocs: Mauritania belongs to the Arab Maghreb Union. It is not on the ECOWAS member list, having left in 2000, and signed an association agreement in 2017.
  • In practice, West African payroll experience does not carry over automatically. Ask each provider about Mauritania specifically, not about the region (checked October 2026).

  • Start from the statutory load, the one number you can trust before any quote. It is 20% employer and 5% employee, mostly capped at MRU 70,000 a month (CLEISS, rates from January 1, 2025).
  • Ask for 4 lines priced separately. These are the management fee, statutory pass-through to the CNAM, CNSS, and ONMT, work permit costs, and currency charges.
  • Ask for the name of the employing entity. A provider using a partner company sells something different from one employing through its own Mauritanian company.

Which labor rules matter most when hiring in Mauritania?

The Code du Travail (Law 2004-017 of July 6, 2004) governs private employment. Fixed-term contracts are capped at 2 years, and those over 3 months must be in writing and approved by the labor inspector. Probation is up to 6 months, or 12 for non-resident or managerial hires. The workweek is 40 hours, or 2,400 hours a year in agriculture. Leave accrues at 1.5 working days a month, and economic dismissals go through the labor inspectorate.

What does an employer contribute on top of salary?

Health insurance to the CNAM costs 5% from the employer and 4% from the employee, with no ceiling. The CNSS branches take 13% and 1% up to MRU 70,000 a month. The occupational medicine levy adds 2% for the employer on the same base, under Decree 2020-039. That makes 20% for the employer and 5% for the employee, paid quarterly rather than monthly.

What is the minimum wage in Mauritania?

Since January 1, 2023, the SMIG has been MRU 25.962 per hour for a 40-hour week, or MRU 4,500 per month. Agricultural workers receive MRU 24.612 an hour. In April 2026, the government announced a planned 12% increase, so confirm the current decree before setting pay. Older guides quote MRO figures, which are 10 times the MRU amounts.

Do foreign hires need a work permit?

Yes. Article 388 of the Labor Code requires every foreign national to hold a work permit before taking salaried work. The current rules come from Decree 2018-025. No official processing time is published, so ask each provider for its recent timelines. Because the provider is the legal employer, it files the application, so the foreign hire’s status depends on the provider, not the client.
