In this EOR Sierra Leone roundup, 10 providers share one list, and each entry shows its base, its services, and its strongest point. None of them post a Sierra Leone price. On the plus side, contracts here are written in English under common law, so no translation step slows the paperwork down.
Why Sierra Leone Is Worth an EOR Hire
Sierra Leone sits on the West African coast, with Freetown as its capital and main port and Bo and Kenema as the largest provincial cities. World Bank data puts the population at 8.8 million and GDP at $7.5 billion in 2025, after 4.6% growth. English is the official language, the legal system follows common law, and the currency is the Leone (SLE). The country is an ECOWAS member, and its economy combines mining with farming, fisheries and a large donor-funded sector.
Mining and exploration firms, marine and fisheries operators, agribusiness, builders and NGO programs do most of the foreign hiring. A smaller group recruits English-speaking remote staff. The World Bank lists diamonds, gold, bauxite and rutile among the resources, and about 38% of people were under 15 in 2025. Formal jobs cluster in Freetown, and a Sierra Leone employer of record lets a foreign firm hire without registering a company.
Put simply, an employer of record in Sierra Leone becomes the legal employer of staff who work for a foreign business. The client still directs the work. In practice, that means an English contract under the Employment Act 2023 and a Leone payroll. It also means registration with the National Social Security and Insurance Trust (NASSIT) and monthly contributions. Pay-as-you-earn (PAYE) tax goes separately to the National Revenue Authority (NRA), so every payroll means 2 filings with 2 bodies.
The 10 providers below appear in one list instead of tiers. They range from Africa-wide platforms to 2 firms with Freetown offices, and each Provider Type line says which is which. With an Employer of Record arrangement, the first hire can start before company registration is finished.
INSIGHT: What does a Sierra Leonean employer actually pay on top of salary?
The employer rate is the easy part. The earnings base it applies to is described in 4 different ways across published guides, and that difference is worth more than the rate itself.
- NASSIT: 10% from the employer and 5% from the worker, charged on ‘earnings’ as the NASSIT Act 2001 defines them. That means pay for normal work plus leave pay and cost-of-living allowance, but not housing, overtime, travel, bonus or commission (s. 2, s. 25).
- Every worker must be registered, even in a one-person workplace. Contributions are due within 15 days after the month ends (NASSIT, checked October 2026).
- PAYE runs from 0% to 30% for residents and is a flat 25% for non-residents. The employer pays it to the NRA by the 15th of the next month. The worker’s 5% NASSIT share comes off before tax (NRA tax guide).
- Beyond NASSIT, the Employment Act 2023 adds a yearly leave allowance of 1 month’s basic salary or more. It also adds an end-of-service benefit after 1 year (s. 71, s. 80). Employers of non-citizens also owe payroll tax (NRA tax guide).

What Is the Best EOR Option in Sierra Leone?
Only 2 providers show Freetown offices: Explore Sierra Leone Ltd and SLONEC. The local side of this Sierra Leone EOR list is thin. Local familiarity still counts in a small formal market, because compliance splits between NASSIT and the NRA. Only Explore Sierra Leone Ltd describes a full employment service, while SLONEC leans toward accounting and recruitment.
Africa-wide platforms bring uniform paperwork, one dashboard, and the same standard in every market. That pays off when Sierra Leone shares a plan with Ghana, Nigeria or Senegal, and English contracts skip a step that most neighbors require. Several providers also offer maritime crewing or project workforce services suited to mining and marine work.
Before choosing, put 4 questions to each candidate in writing. Which company signs the contract, and does the provider own it? Which earnings base does it use for NASSIT, who files with which agency and by when, and who handles permits for a non-ECOWAS hire? None of the 10 posts a rate, so the written answers and a quote are the basis for comparison.
INSIGHT: Why published Sierra Leone wage figures disagree by a factor of a thousand
The Leone was redenominated in 2022, and old-currency figures still circulate in guides published since then, sometimes on the same page as new-currency ones.
- The Bank of Sierra Leone divided the face value of every note and coin by 1,000. Old and new money circulated together from July 1, 2022 to December 31, 2023 (Redenomination of the Leone Regulations, 2024).
- The national minimum wage rose from SLE 800 to SLE 1,200 a month on April 1, 2026. The labor minister announced the change in December 2025.
- A quick test: a Leone figure in the hundreds of thousands, or one tagged SLL, comes from before 2022. Divide it by 1,000 or discard it.
- The law changed too. The Employment Act 2023 repealed the Employers and Employees Act 1935, so any guide citing the old statute is stale (checked October 2026).
10 Providers Offering Sierra Leone EOR Services
I reviewed providers with stated employment, EOR, or payroll administration services covering Sierra Leone. My criteria were Leone payroll, NASSIT registration on the correct earnings base, English contracts under the Employment Act 2023, and PAYE filing with the NRA. Permit handling for non-ECOWAS hires, fit with mining, marine and donor work, and pricing transparency also counted.
A few facts shape this employer of record Sierra Leone roster. It runs from Africa-wide platforms to 2 Freetown firms; no provider posts a rate, and 3 entries belong to the Kharis group. The Anywherer team supplied and checked the list, rather than building it from search results.
INSIGHT: How to compare providers when nobody publishes a price
Since no one on this list prices Sierra Leone publicly, line up written quotes that break costs into identical parts.
- Start with the statutory load you can check yourself. That is 10% employer NASSIT on statutory earnings plus the required leave allowance (NASSIT, checked October 2026).
- Request the management fee, statutory pass-through, permit costs for non-ECOWAS hires, and any currency conversion charge as separate lines.
- Ask which company would employ your staff. A partner entity is a different product from a provider’s own Sierra Leonean company.
- Ask which earnings base the provider uses for NASSIT. That single answer can move the employer cost more than the fee does (NASSIT Act 2001).

If Sierra Leone is one stop rather than the whole plan, my Ghana EOR guide covers the market it most resembles. Teams that also need Lagos can use my notes on an employer of record in Nigeria. For a francophone contrast, see my Senegal EOR services page. An EOR in Sierra Leone shares a bloc with all 3, yet ECOWAS membership does not mean shared employment law. Rates, currencies, and contract languages still differ by market.
What to Know About EOR Sierra Leone: FAQs
Which labor rules matter most when hiring in Sierra Leone?
The Employment Act 2023 replaced the Employers and Employees Act 1935, and contracts follow English common law. Probationary contracts run up to 6 months, and fixed-term contracts under 6 months can be renewed only once. The normal week is 40 hours, capped at 48, with overtime at 50% on weekdays. Either side can end an open contract with 1 month’s notice or pay in lieu.
What does an employer contribute to social security?
The employer registers each worker with the trust and pays 10% of earnings, while deducting 5% from the worker. Under the NASSIT Act 2001, earnings cover normal pay, leave pay and cost-of-living allowance but exclude housing, overtime, travel, bonus and commission. Using gross pay instead inflates the bill. Payment is due within 15 days after each month ends.
What is the minimum wage in Sierra Leone?
The national minimum wage is SLE 1,200 a month from April 1, 2026, up from SLE 800, following talks between the labor ministry and employers. Because the Leone lost 3 zeros in 2022, figures in the hundreds of thousands or labeled SLL are old currency. Trade group agreements can set higher floors for specific sectors.
Do foreign hires need a work permit?
Yes. The Work Permit Act 2023 covers every non-citizen, so ECOWAS nationals who enter freely still need a permit to work. The labor ministry issues 1-year permits after a committee review, and a permit cannot move to another employer. A provisional permit of up to 3 months can bridge the wait, and employers must file a training and succession plan.
How do I choose between these providers?
Ask whether the provider employs through its own Sierra Leonean company or a partner, and which earnings base it uses for social security. Check that it files PAYE with the revenue authority and contributions with the trust separately. Then look at permit handling, sector experience, and a quote split into fees, statutory costs, and permits, because none of the 10 publishes a rate.
