The Netherlands is becoming a go-to spot for companies growing their teams in Europe. Its location helps, and so does how easy it is to do business there. As interest rises, more EOR service providers offer employer of record Netherlands services so companies can hire without opening a local entity.

An employer of record in Netherlands cities such as Amsterdam, Rotterdam, or Eindhoven becomes the legal employer, while you direct the work.

In this update, I look at Netherlands PEO and employer of record services in 2 lists. The first holds 10 Dutch-headquartered businesses, the second 8 global platforms.

Why Companies Are Looking for an Employer of Record in the Netherlands?

With solid infrastructure, an international mindset and access to the EU market, the Netherlands stands out as a place to hire. Remote-first companies and global teams feel that most.

Demand for EOR in Netherlands tech hubs keeps growing, yet Dutch payroll has specifics a hiring manager needs to plan for:

  • Employer premiums of about 18% to 24% of gross wages, depending on contract type and company size
  • A mandatory holiday allowance of at least 8% of gross annual salary
  • Collective labor agreements (CAOs) that set pay scales and extras in many sectors
  • Sector pension funds that many employers must join through their CAO

Put together, that makes EOR hiring a practical route: the provider applies these rules from day 1. That is exactly where the right EOR Netherlands partner comes in.

In the Netherlands employer of record market, the stronger providers already run Dutch payroll, know the CAOs, and file with the tax office every month. Your first hire does not have to wait for a company.

INSIGHT: How much do employers pay on top of salary in the Netherlands?

Employer premiums run at about 18% to 24% of gross wages in 2026, depending on contract type and company size. On top come a mandatory 8% holiday allowance and, in many sectors, a pension fund contribution.

  • Unemployment premium (AWf): 2.74% for permanent written contracts, 7.74% for flexible ones (Belastingdienst, 2026).
  • Disability premium: 6.27% to 7.63%, return-to-work fund 1.52% on average, and the 6.10% health insurance levy, all capped at EUR 79,409 of annual wages.
  • Holiday allowance: at least 8% of gross annual salary.
  • Minimum wage (21+): EUR 14.71 an hour from January 2026 and EUR 14.99 from July 2026.

What Is the Best Employer of Record in the Netherlands?

Asking for one winner misses the point, because Dutch hiring needs differ so much. The best employer of record in Netherlands depends on who you hire and where else you hire.

If you need IND sponsorship, CAO knowledge, and Dutch-language support, the best EOR services in the Netherlands often come from Dutch firms.

Teams hiring in several countries usually find the best EOR for hiring in the Netherlands among global platforms with one dashboard for every market.

From 2027, the best employer of record Netherlands teams can sign with must also clear a new first check: admission under the Wtta.

Ask every provider for its Wtta status before comparing the best EOR services in Netherlands terms such as price or speed. With that settled, work through the local and global lists that follow.

INSIGHT: What does the Wtta change for employer of record services in the Netherlands?

From 2027, payrolling and staffing providers need admission from the Dutch Labor Supply Authority (NAU), and clients may only work with admitted providers.

  • The Wtta takes effect on January 1, 2027; providers sign up for the transitional scheme between November 1 and December 31, 2026.
  • Applications run from May 1 to June 30, 2027, and clients can check the public register from July 1, 2027.
  • Enforcement by the Netherlands Labor Authority starts on January 1, 2028; providers must lodge a EUR 100,000 deposit, and non-compliant clients face fines.

EOR Onboarding Checklist in the Netherlands

Work through this EOR onboarding checklist in Netherlands hiring before the contract is signed:

  • Confirm the provider’s Wtta status or transitional sign-up (NAU).
  • Agree on the gross salary and check which CAO applies to the role.
  • Confirm enrollment in the right pension fund, often set by the CAO.
  • For non-EU hires, check IND sponsor status and the salary threshold: EUR 5,942 a month at 30+, EUR 4,357 under 30 (IND, July 2026).
  • Check eligibility for the 30% ruling, which a proposal would cut to 27% from 2027 (RVO).
  • Collect the employee’s citizen service number (BSN) for payroll.
  • Agree the start date, probation period, and notice terms in writing.
  • Confirm the monthly payroll date and the month the 8% holiday allowance is paid, usually May.

An EOR in the Netherlands is the usual route for the first few hires. Once the team grows, a BV often becomes cheaper, and several local providers can help you set one up.

FAQs on Employer of Record Services Netherlands and Global Companies Provide

Which EOR companies are considered top providers in the Netherlands?

There is no single top provider. Dutch firms such as those in my local list suit companies that need IND sponsorship, CAO knowledge, and Dutch-language support. Global platforms suit teams hiring in several countries. From 2027, I would add one test for every candidate: admission, or a transitional sign-up, under the Wtta.

What are the key advantages of using an EOR for hiring in the Netherlands?

A provider takes over the legal and administrative side, from payroll and premiums to the holiday allowance and pension enrollment. You can hire quickly without setting up a BV, and you can stop without closing a company.

How much does it cost to use an EOR in the Netherlands?

On this page, Skuad’s $199 a month is the lowest published fee and Oyster’s $699 the highest, while Payrolus charges 5% of gross salary. Most Dutch providers quote on request. Every fee comes on top of salary, employer premiums of about 18% to 24% and the 8% holiday allowance.

How quickly can an EOR onboard employees in the Netherlands?

EU citizens can often start within days; Deel quotes as little as 2 days on its Netherlands page. Non-EU hires also need a residence permit through an IND-recognized sponsor, which adds time, so I would plan several weeks for them.

Are EOR services compliant with Dutch employment and GDPR data regulations?

Reputable providers follow Dutch labor law and the GDPR, and many publish their certifications. From 2027, the Wtta adds an admission requirement for payrolling and staffing providers. From 2028, clients may only work with admitted ones, so ask for that status in writing.

What industries typically rely on EORs in the Netherlands?

Tech, finance, consulting, and creative businesses use EORs most, usually to hire skilled professionals quickly. Staffing agencies and companies bringing in highly skilled migrants also rely on Dutch payroll and EOR firms.
