You run a Pennsylvania business with a real team, and payroll, benefits, and HR forms keep eating into your week. The SBA Office of Advocacy counts 1.2 million small businesses in the state, employing 2.5 million people, so plenty of owners share the problem.

The state income tax is the easy part: a flat 3.07% that employers withhold from every paycheck. The real pressure comes from local earned income tax across many collection districts, small-group health premiums, and mandatory workers’ comp. A PEO Pennsylvania owners sign with can take on all 3, while a payroll service covers only the first.

Why Use a PEO in Pennsylvania?

Pennsylvania payroll is mostly a local tax job. On top of the state’s 3.07%, almost every worker owes a local earned income tax (EIT) under Act 32. You withhold the higher of the rates where the employee lives and works. The 6-digit PSD (political subdivision) codes come from the DCED address search. Most municipalities also charge a Local Services Tax (LST) capped at $52 a year. Philadelphia replaces EIT with its own Wage Tax, and Pittsburgh adds a 0.55% payroll expense tax paid by the employer. With staff in 4 townships, you may remit to 4 different collectors. That patchwork is where payroll services Pennsylvania firms sell earn their fee.

INSIGHT: What does a Pennsylvania paycheck have to withhold?

The state tax is a single flat rate. Local taxes and the worker’s own unemployment contribution are what trip up owners who run payroll alone.

  • Flat 3.07% state personal income tax (PA Department of Revenue).
  • Local EIT under Act 32, routed by PSD code to the right collector (DCED).
  • Local Services Tax of up to $52 a year per worker (DCED).
  • Employee UC contribution of 0.07% on all wages, with no cap (L&I).

Employer filings come next. The state collects unemployment compensation (UC) tax on the first $10,000 a worker earns each year. In 2026, new employers outside construction pay 3.822%, and new construction firms pay 10.5924%. The Department of Labor & Industry (L&I) assigns experienced rates from 1.419% to 10.3734%. UC wages appear on quarterly reports, and you must report new hires within 20 days. State withholding deposits, local EIT returns, and year-end W-2 reconciliations follow, with federal FICA and FUTA on top. Good Pennsylvania payroll services run all of it on a fixed calendar.

Benefits are the reason most small firms move from a payroll service to a PEO. A PEO pools many employers into one group. That lets it offer health, dental, vision, and a 401(k) that a 12-person company would struggle to buy on its own. Workers’ comp is the other half. L&I requires coverage from virtually any employer with even 1 worker. It can come from a private carrier, approved self-insurance, or the State Workers’ Insurance Fund (SWIF). Many PEO services in Pennsylvania include coverage under the provider’s master policy. Health insurance only becomes a federal ACA requirement at 50 full-time-equivalent employees, but job candidates still ask about it first.

INSIGHT: Which benefits and insurance does a Pennsylvania employer have to provide?

Workers’ comp is the only must-have here. Health and retirement plans stay optional for small firms, yet they decide who accepts your offer, and that is where pooling helps.

  • Workers’ comp required for employers with 1 or more workers (L&I).
  • Federal health coverage duty applies from 50 full-time-equivalent staff (IRS).
  • No state disability or paid family leave program.
  • Keystone Saves, a proposed state retirement program, has not been enacted.

Signing with a Pennsylvania PEO puts payroll, benefits, workers’ comp, and HR under one co-employment contract, yet you still handle hiring, firing, and day-to-day direction. The service agreement decides who carries each duty, so read it line by line. A payroll service handles pay and tax filings only, leaving benefits and insurance with you. An administrative services only (ASO) arrangement adds HR and payroll help without co-employment. If the model is new to you, my explainer on what a PEO is covers the basics.

I found no Pennsylvania licensing register for PEOs, so the federal IRS list of Certified PEOs (CPEOs) is the most useful outside check. A certified firm carries sole federal employment tax liability for the paychecks it issues. Ask each firm for its exact legal entity name before you search.

I reviewed 15 PEO, payroll, and HR providers that work with Pennsylvania small businesses, from Pittsburgh to Philadelphia. Each block shows what the firm handles, how it charges, and who it suits. Several are matching services or HR firms rather than PEOs, and the Provider Type line says so. For national names, see my list of the best PEO companies.

Top 15 PEO Companies in Pennsylvania

Ask yourself 3 questions before reading further. First, is a bundle of benefits, workers’ comp, and payroll the goal, or would plain pay runs do? The PEO companies in Pennsylvania reviewed here cover both options, plus 3 firms to help you choose a provider.

Second, how close are you to 50 full-time equivalents, where the ACA mandate and its reporting start? A PEO service provider Pennsylvania firms use at 15 people may not fit at 60, so ask about growth tiers.

Third, where do your people live and work? Each additional township can mean another EIT collector, and staff in Philadelphia or Pittsburgh also bring city taxes.

My criteria were Act 32 EIT, LST, and Philadelphia or Pittsburgh tax handling; on-time UC and state filings; and the workers’ comp model. I also looked at the health and 401(k) plans, HR and handbook support, any CPEO status or accreditation I could confirm, and pricing clarity.

All 15 providers appear in A-to-Z order. The sequence says nothing about quality, preference, or ranking.

How Much PEO and Payroll Services Cost in Pennsylvania

A PEO usually prices in 1 of 2 ways: a set fee per worker each month or a percentage of gross payroll. Either way, we provide a quote after you share a census of roles, wages, and claims.

Payroll services in Pennsylvania cost much less, priced per pay run or per employee, because they leave benefits and workers’ comp with you. None of the 15 providers here publishes a price list for its PEO or payroll service.

For that admin charge, expect pay processing, tax returns, benefits enrollment, injury-claim paperwork, and an HR adviser. Health premiums, workers’ comp premiums, 401(k) plan costs, and onboarding usually come as separate charges.

Statutory costs come on top: FICA, FUTA, and UC tax on the first $10,000 of wages at your L&I-assigned rate, plus workers’ comp premiums. Compare the full cost per employee, benefits included, before you pick the lowest admin fee.

INSIGHT: What should a payroll service in Pennsylvania handle for you?

Pennsylvania payroll risk sits in local taxes and recurring filings, so ask how a provider tracks each one.

  • β€’Β  Local EIT withheld and remitted by PSD code under Act 32 (DCED).
  • β€’Β  UC tax on the first $10,000 of wages, plus the 0.07% employee share (L&I).
  • β€’Β  Each new employee reported to the state within 20 days.
  • β€’Β  Philadelphia Wage Tax at 3.735% for residents and 3.425% for nonresidents from July 1, 2026 (City of Philadelphia).

Some owners weigh a national software-led PEO against a local firm. My comparison of Rippling vs Justworks shows how 2 popular platforms differ on price and benefits.

Growing employers with 50 or more staff often look at the larger national names. My breakdown of Rippling vs TriNet focuses on benefits depth and support.

FAQs on PEO and Payroll Services in Pennsylvania

What does a PEO do for a Pennsylvania small business?

It becomes an administrative co-employer of your team. The PEO handles paychecks and the state, local, and federal tax returns. It also offers group health and retirement plans, provides or administers workers’ compensation, and keeps HR paperwork in order. You keep recruiting choices, supervision, and dismissals. The service agreement lists which tasks the provider takes on and which stay with you, so read it before you sign. Pay close attention to the sections on liability, notice periods, and what happens to your benefits if you leave.

Can a PEO help a small business offer health insurance?

Yes, and it is the most common reason small employers join one. The PEO pools many companies into one larger group, which can open up plan choices and administration a small team would struggle to arrange alone. Savings are never guaranteed, though. Also get a direct small-group quote from a broker and compare plans, deductibles, and total premiums side by side before you sign anything. Check the network of doctors your staff already use, since a cheaper plan with the wrong network rarely saves money.

How much does a PEO cost in Pennsylvania?

Expect either a flat monthly fee per employee or a percentage of gross payroll, set by quote. The figure shifts with team size, line of business, past injury claims, and plan choices. Health premiums, workers’ compensation premiums, and retirement plan costs are usually billed in addition to the service fee. Compare the total cost per employee, and ask about setup charges and how renewals are priced in the second year. Get every quote on the same employee census so the numbers line up.

What local payroll taxes do Pennsylvania employers withhold?

Most employers withhold a local earned income tax under Act 32, using the higher of the rates where each employee lives and works. Many also withhold a Local Services Tax of up to $52 a year. Philadelphia uses its own Wage Tax instead of the standard local tax, and Pittsburgh employers also pay a 0.55% payroll expense tax. Each tax goes to its own collector on its own schedule. New hires fill out a residency certification form so you can apply the right codes from day 1.

Is workers’ compensation required in Pennsylvania?

Yes. Almost every employer with at least 1 employee, part-time or full-time, must carry it. Coverage can come from a private insurer, the State Workers’ Insurance Fund, a certified group fund, or approved self-insurance. The insurer prices it based on your job categories, wages, and injury record. Many small employers get coverage through a PEO’s policy, which can simplify payment and certificates of insurance. Going without coverage can bring criminal penalties, so confirm the policy is active before your first hire starts work on site.

Do Pennsylvania employees pay unemployment tax?

Yes. Unlike most states, Pennsylvania takes 0.07% of every employee’s wages for unemployment compensation, with no wage cap, and the employer withholds it each payday. Employers also pay their own tax on the first $10,000 of each worker’s annual wages. New employers outside construction pay 3.822% in 2026, while new construction firms pay 10.5924%. Experienced employers receive a rate notice from the Department of Labor & Industry each year, and the employee share does not change with that rate.
