From a Newark warehouse to a Princeton lab or a Shore restaurant, the story rarely changes. You hired good people, and now the back office wants your evenings. The state counts 1.1 million small businesses with 1.9 million employees. A fair share of their owners have looked into a New Jersey PEO for the same reason.

Payroll here carries more weight than in most states. Both you and your staff pay into unemployment, disability, and family leave insurance, and Newark and Jersey City add payroll taxes. Workers’ comp and paid sick leave apply from the first hire, at a minimum wage of $15.92 an hour in 2026. Health coverage and a retirement plan hit small businesses hard.

PEO New Jersey: Why Small Businesses Use One

Start with the paycheck. State gross income tax rates run from 1.4% to 10.75%, and employers withhold it using a separate set of tables. Each employee also pays into 4 state funds: unemployment insurance (UI), the workforce funds (WF/SWF), temporary disability insurance (TDI), and Family Leave Insurance (FLI). Newark and Jersey City charge employers a 1% payroll tax on top. The contribution rates and wage bases change every year, and the minimum wage moves each January 1. That is the workload behind payroll services New Jersey companies pay for: several shifting rates, 2 wage bases, and city rules in a single pay run.

INSIGHT: What comes out of a New Jersey paycheck in 2026?

Employees pay into state insurance programs and income tax. A pay stub here has more lines than in most states.

  • Employee UI 0.3825% and WF/SWF 0.0425%, on wages up to $44,800.
  • Employee TDI 0.19% and FLI 0.23%, on wages up to $171,100.
  • Gross Income Tax: 1.4% to 10.75%.
  • Newark: 1% payroll tax paid by the employer.

Sources:

as of October 2026

Your own contributions come next. Employers pay UI on the first $44,800 of each employee’s 2026 wages. A new business pays 2.6825% for UI from July 2026 through June 2027, plus 0.5% for TDI, and moves to an experience rate later. Wage reports and withholding returns are due quarterly, and you must report each new hire to the state. Federal FICA and FUTA follow their own deposit dates. Firms that sell payroll services in New Jersey keep this calendar for you, and a PEO does it as part of a wider contract.

Insurance is what pushes most owners beyond payroll. Workers’ compensation is mandatory from the first employee, and no state fund exists, so even a 2-person shop buys a policy. Joining a PEO lets you sit under its master policy instead. Earned sick leave of up to 40 hours a year applies to employers of every size and must be tracked. Pooled health, dental, vision, and 401(k) plans help you compete for staff. A 401(k) also satisfies RetireReady NJ, which now reaches employers with 10 or more employees. PEO services in New Jersey are built to close these gaps.

INSIGHT: What does a New Jersey employer have to provide?

Hire 1 person and both workers’ comp and paid sick leave already apply. A retirement option is required for employers with 10 or more employees, which is where PEO plans help.

  • Workers’ comp: every employer with employees.
  • Earned sick leave: up to 40 hours a year, employers of all sizes.
  • RetireReady NJ: 10 or more employees, 2 years in business, no qualified plan.
  • At 50 full-time-equivalent employees, the federal ACA coverage mandate begins.

You have 3 kinds of help to pick from. A PEO shares the employer role under contract and delivers payroll, benefits, workers’ comp, and HR together, while you keep decisions about people. A payroll service pays staff and files taxes, nothing more. HR outsourcing without co-employment strikes a balance. My primer on what a PEO is goes through the agreement. For any PEO in New Jersey, ask about state registration. These firms register with NJDOL as employee leasing companies, and the department confirms status on request. The IRS list of Certified PEOs (CPEOs) then tells you who holds federal certification.

I reviewed 15 options for employers in the state: local firms and national PEOs that serve it. Every profile gives the services, the pricing model, and the type of business it fits. Together they show the range of PEO service providers in New Jersey. For a wider national field, see my guide to the best PEO companies.

Top 15 PEO Companies in New Jersey

Ask yourself 3 things first. Do you want benefits and workers’ comp bundled with payroll, payroll and tax filing only, or HR help without co-employment? How large is the team, given workers’ comp from the first hire, RetireReady NJ at 10 employees, and the ACA mark at 50? And would you choose a local firm over a national PEO with a larger benefits program?

When I compare PEO companies New Jersey owners can hire, I use 1 checklist. It starts with employee leasing registration at NJDOL. Then I check for accurate withholding and UI, TDI, and FLI deductions, plus city payroll taxes where they apply. Earned sick leave tracking and the workers’ comp model follow. The last items are plan quality for health and 401(k), any CPEO or accreditation claim, and transparent fees. The alphabetical order is intentional.

All 15 providers appear in A-to-Z order. The sequence says nothing about quality, preference, or ranking.

How Much PEO and Payroll Services Cost in New Jersey

Most PEOs charge either a flat monthly fee per employee or a percentage of total payroll, and they quote case by case. A payroll-only plan costs much less. CoAd, for example, lists payroll at $55 a month plus $5 per employee, without benefits or workers’ comp. The PEO fee covers payroll, tax filings, benefits and workers’ comp administration, and HR support. We invoice health premiums, workers’ comp premiums, 401(k) plan costs, and onboarding separately.

*As pricing is subject to change, we are listing prices as they stand in October 2026

Then add what the law requires. Employers pay UI on the first $44,800 of each worker’s wages and their own TDI contribution. Newark and Jersey City employers owe the 1% city payroll tax where it applies. Federal FICA, FUTA, and workers’ comp premiums complete the picture. Put every proposal on the same basis, total yearly cost per employee, before you decide.

INSIGHT: What should New Jersey payroll services handle for you?

Payroll here has more moving parts than in most states. Ask how a provider tracks each rate and filing.

  • Contributions on 2 wage bases: $44,800 and $171,100.
  • Minimum wage update every January 1 ($16.48 from 2027).
  • Sick leave earned at 1 hour for every 30 worked.
  • Newark: 1% employer payroll tax, filed quarterly.

Snowbird season is real for local businesses, and many keep staff in Florida. Florida has no state income tax, but it has its own reemployment tax and workers’ comp rules. My guide to PEO companies in Florida lists providers that know the rules.

Other states bring heavier rule books. California, with daily overtime and its own disability insurance, is the toughest. If you employ people there, read my overview of PEO companies in California as well.

FAQs on PEO and Payroll Services in New Jersey

What does a PEO do for a small business in New Jersey?

It signs a co-employment agreement with your company and takes on defined employer tasks. Payroll and state and federal employment tax filings shift to the provider. It gives your staff access to group health and retirement plans and provides workers’ compensation coverage. HR paperwork moves over too, including tracking earned sick leave and updating the handbook. You keep hiring, firing, and day-to-day management. The service agreement states which responsibilities the provider accepts and which ones you keep, so review it line by line.

Do PEOs have to register in New Jersey?

Yes. State law treats these firms as employee leasing companies. They must register with the Department of Labor and Workforce Development and renew that registration every year. An out-of-state firm with no local office and few covered employees here may qualify for a limited registration. The provider and its client are jointly liable for wage reports and contributions. The department confirms a firm’s status on request, by phone or email. IRS certification is unrelated: it covers only federal employment taxes.

When does a business in New Jersey need workers’ compensation?

As soon as it has 1 employee. Every employer with staff must carry coverage, and part-time and seasonal workers count. The state does not run its own insurance fund. Coverage comes from a private insurer or approved self-insurance, which only large employers can realistically use. Many small businesses obtain it through a co-employment provider’s program instead of buying a separate policy. Job classifications, payroll size, and past claims set the premium, so collect quotes before anyone starts work.

What payroll deductions do New Jersey employees pay?

Employees pay federal taxes and state income tax, plus contributions to 4 state funds. In 2026, they pay 0.3825% for unemployment insurance and 0.0425% for the workforce funds on wages up to $44,800. They also pay 0.19% for temporary disability, and 0.23% for family leave insurance on wages up to $171,100. Employers pay their own unemployment and disability contributions. Businesses in Newark or Jersey City may also owe a 1% city payroll tax, which they can’t pass on to staff.

How much does a PEO cost in New Jersey?

Expect a quote, not a price tag. Providers generally charge a monthly fee for each employee or a percentage of total payroll. Headcount, industry, and the benefits you select drive the figure. On top of the service fee, you’ll also pay health premiums, workers’ compensation premiums, and retirement plan costs. Ask each provider to split its proposal into the administrative fee and pass-through costs. Then compare the full yearly cost for each employee, which matters far more than the headline rate on page 1.

What is the minimum wage in New Jersey for 2026?

As of January 1, 2026, most employers must pay at least $15.92 per hour. Seasonal employers and those with fewer than 6 employees must pay $15.23, and agricultural workers must be paid $14.20. Direct care staff in long-term care facilities receive at least $18.92. The state adjusts these rates every January, and it has already set $16.48 for most workers in 2027. Overtime is owed after 40 hours in a workweek, so check both the hourly floor and your overtime calculations at the start of each year.
