This list covers 12 providers in 2 groups: 8 from the Anywherer database and 4 global platforms, each with its base, scope, and my verdict. I flag 2 points up front. Published employer contribution rates for this market are split into 2 sets, and I explain why. The headline rate isn’t the full cost of a hire.
Why Cabo Verde Is Worth an EOR Hire
An employer of record hire in Cabo Verde lands in an Atlantic archipelago of 10 islands, 9 inhabited, off the West African coast. Praia on Santiago is the capital and largest city, and Mindelo on São Vicente is the second. World Bank data counts 527,326 people and $3.06 billion in GDP in 2025, after 6.3% growth. Tourism accounts for about 25% of GDP, according to the Bank’s country overview. Portuguese is the official language, and Cabo Verdean Creole is spoken everywhere. The currency is the Cabo Verdean escudo (CVE), and the country belongs to the Economic Community of West African States (ECOWAS). Many sites still use the older English name, Cape Verde.
Resort hotels on Sal and Boa Vista hire most heavily. Renewable energy, fisheries and the blue economy, port and logistics work and business services follow, and a small remote and digital sector is growing. NGOs and donor programs add steady demand. The workforce is small, Portuguese-speaking and fairly well educated, with a large diaspora abroad. A Cabo Verde employer of record lets a foreign company employ through a partner instead of registering its own entity.
In plain terms, the provider becomes the foreign client’s legal employer and assumes statutory duties. It runs payroll, while the client directs day-to-day work. Locally, that means a contract under the Código Laboral (Labor Code), approved by Decreto-Legislativo 5/2007 and amended in 2010, 2016, and 2023. Contracts are usually drafted in Portuguese, and pay runs in escudos. New hires must register with the Instituto Nacional de Previdência Social (INPS, the social security institute) within 15 days of starting. Contributions are due by the 15th of the next month, and work-accident insurance completes the statutory list.
Personal income tax is the Imposto sobre o Rendimento das Pessoas Singulares (IRPS), which replaced the older IUR in 2015. Under Decreto-Lei 6/2015, employers withhold it from each salary and pay it to the state by the 15th of the following month (article 20). Guides that still call the tax IUR are describing the previous regime.
Next come 8 names from the Anywherer roster, then 4 global platforms with their own country page. After checking each site, 2 roster firms turned out to be based on the islands, both in Praia. The rest serve the country from elsewhere. Scope and strengths follow for each, worth weighing against the time a local incorporation takes.
INSIGHT: What does a Cabo Verdean employer actually pay on top of salary?
The INPS contribution is the headline cost. Accident insurance sits entirely outside INPS, and the thirteenth month isn’t what most summaries claim.
- INPS general regime: 16% from the employer and 8.5% from the worker, paid by the 15th of the next month (INPS, October 2026). The minimum base rose to CVE 14,000 in 2023 (Expresso das Ilhas).
- Work-accident insurance: compulsory under Decreto-Lei 58/2020 since 1 January 2023 and sold by private insurers, so the premium is a separate cost (CCS).
- Thirteenth month: the Labor Code treats it as optional. Where an employer grants one, Article 206 ties it to attendance (Código Laboral).
- Minimum wage: CVE 17,000 a month in the private sector and CVE 19,000 in public service since 1 January 2025 (Forbes África Lusófona).
Local Partner or Global Platform: Picking an EOR in Cabo Verde
A provider with a real local footing has clear advantages for an EOR hire in Cabo Verde. Contracts run in Portuguese, INPS registration is due within 15 days of the start date, and the 2 contribution regimes are easy to confuse. Of the 12 providers here, only BTOC Cabo Verde and YPPeople show an office on the islands, both in Praia. YPPeople also issues Portuguese payslips, per its own site.
Global platforms offer the same paperwork, a single login and one rulebook in every country they cover. That pays off when the islands are one hire among several. Their local detail differs widely, from a short marketing page to one of the fullest country write-ups in this series. A long page shows research effort, not proof of a stronger team on the ground.
Put 4 questions to every candidate in writing. Whose company signs the contract, its own or a partner’s? Which INPS regime will the hire sit under, and at what rate? Who buys the accident insurance, and from which insurer? Does the quote include a thirteenth month if your contract promises one? Only 1 of the 12 providers publishes a fee at all.
INSIGHT: Why published Cabo Verde contribution rates come in 2 sets
The 16% versus 15% split is not sloppiness. INPS publishes 2 separate regimes, and the domestic-service rate turns up in some provider guides as if it applied to everyone.
- General regime for employees: 16% employer and 8.5% worker, 24.5% in total (INPS).
- Domestic service regime: 15% employer and 8% worker, 23% in total, covering household staff only (INPS).
- Booking an office or hotel hire at 15% underpays INPS by 1 point of salary each month. Ask each provider to name its regime in writing.
- INPS sets a minimum base of CVE 14,000 and publishes no ceiling, so contributions climb with salary (Expresso das Ilhas, 2023).
8 Providers Offering Cabo Verde EOR Services
For this group, I looked at providers offering employment, EOR, or payroll administration services across the islands. My tests for any EOR in Cabo Verde started with escudo payroll and INPS registration within 15 days in the right regime. Next, I checked Portuguese contracts under the Código Laboral and IRPS withholding. I also checked bonus handling, work authorization support, and pricing. Only 2 show a local office, and none of the 8 publish a rate. The roster itself came from the Anywherer team, which rechecked it before I started.
Providers appear in A-to-Z order. The sequence says nothing about quality, preference, or ranking.

4 Global Platforms Offering Employer of Record in Cabo Verde
Each of these 4 treats the islands as a single entry in a catalog of 100 or more countries. The upside is a contract process, a login, and a compliance standard that do not change from market to market. Published local detail ranges from a short marketing page to one of the fullest country write-ups I have read. Neither end proves anything about on-the-ground capability. Ask each one which entity employs the worker and which INPS regime it applies.
Providers appear in A-to-Z order. The sequence says nothing about quality, preference, or ranking.
Asanify

Provider Type:
Global
Company Description:

Cost breakdown page useful for budgeting

- Separate salary structure page with a worked cost
- Benefits administration including bonus payments

Our Verdict
Use Asanify’s cost page as a checklist, then confirm every rate with INPS yourself.
INS Global

Provider Type:
Global
Company Description:
INS Global runs a country EOR page within a catalog of more than 100 countries. It covers EOR versus incorporation, a 4-step engagement model, and the PEO distinction, with lighter statutory detail than the rest of this group.
Key Specialty Area:
Clear engagement model from the first call
Service Cost:
Quote-based

- Side-by-side view of EOR and incorporation
- Cloud platform for HR records

A fair choice for a firm that values a structured process over deep local data.
RemotePeople

Provider Type:
Global

The only published monthly fee on either list

Rivermate

Provider Type:

Quote-based

- Work permit coordination from start to finish
Scope of Services:
- Employer of record and onboarding
- Payroll processing, taxes and employee benefits
- Work permit and visa support
Our Verdict
Good reading before a first hire, and sensible when the team spans many countries.
INSIGHT: What does an EOR in Cabo Verde cost?
Only 1 provider publishes a fee range here, which is rare. The fee is still the smaller part, because the INPS load, accident cover, and any bonus promise decide the real number.
- Published fee: RemotePeople quotes $300 to $600 per employee per month (April 2026). That is one company’s figure, not a market rate.
- Statutory load: 16% employer INPS on gross pay in the general regime, with no published ceiling (INPS).
- Thirteenth month: not required by the Labor Code, but a contractual one adds about 8.3% to annual pay cost (Código Laboral).
- Ask for separate lines: management fee, INPS at the general rate, accident premium, any bonus accrual, and work authorization costs.
*As pricing is subject to change, we are listing prices as they stand in October 2026
When Portuguese-language hiring is the real thread, my Portugal EOR guide covers the market most Cabo Verdean professional networks run through.
For a broader West Africa plan, my notes on employer of record in Senegal cover the nearest mainland market and another ECOWAS member.
The other lusophone African option on the site is Angola EOR services. A shared language is not a shared rulebook, though. An EOR in Cabo Verde still follows its own INPS regimes and bonus rules.
What to Know About EOR Cabo Verde: FAQs
Which labor rules matter most when hiring in Cabo Verde?
The Código Laboral, approved by Decreto-Legislativo 5/2007 and amended in 2010, 2016 and 2023, sets the floor. Probation is 2 months, extendable to 6 for complex roles (article 144). The normal week is 44 hours, with no more than 8 a day (article 149). Annual leave is 22 working days (article 52). The Code does not require a thirteenth month, and where one is granted, absences can reduce it (article 206).
What does an employer contribute to INPS?
Register each new hire within 15 days of starting and pay by the 15th of the next month. Ordinary employees fall under the general regime: 16% from the employer and 8.5% from the worker, per INPS. A separate 15% and 8% regime covers domestic service only. The minimum base has been CVE 14,000 since 2023, and no ceiling is published.
What is the minimum wage in Cabo Verde?
It is CVE 17,000 a month in the private sector and CVE 19,000 in public service, both since 1 January 2025. A tripartite commission created in January 2026 is studying a further rise. The INPS contributory base is a different floor, used only to calculate contributions, so the 2 figures should not be confused.
Do foreign hires need work authorization?
ECOWAS nationals can enter without a visa and stay up to 90 days, but that does not grant a right to work. Other foreign hires need a residence permit for work from the Direção de Estrangeiros e Fronteiras. Most contracts with foreigners must also be in writing (article 282). Most hiring here involves Cabo Verdean nationals and returning diaspora, so this affects fewer cases than in many markets.
How do I choose between these providers?
Ask whether the provider holds its own local company or works through a partner, and which INPS regime and rate it applies. Check that contracts come in Portuguese and that the quote states whether a thirteenth month and the accident premium are included. Request a written quote split into fee, statutory pass-through, and accruals. Only 1 of the 12 publishes a fee at all.
