Your crew might work in Phoenix, the East Valley, Tucson, or Flagstaff, and the routine is the same everywhere. Payday comes around again, and so do the tax forms, benefit questions, and HR files. The state has 706,640 small businesses employing 1.2 million people, so the steady demand for Arizona payroll services is no surprise.

3 local rules make the job harder than it looks. Every employee picks a withholding rate on Form A-4, so no 2 paychecks follow the same percentage. Workers’ comp is required from the first hire. The minimum wage is $15.15 an hour statewide in 2026, with higher rates in Flagstaff and Tucson.

Payroll Services Arizona: Why Small Businesses Outsource

On paper, state payroll looks easy. Income is taxed at a flat 2.5%, and no city or county adds its own income tax. Withholding is a different matter. Each employee chooses a rate between 0.5% and 3.5% on Form A-4, or 0% where eligible. Anyone who files no form within 5 days of hire gets the 2.0% default. Then come the wage floors: $15.15 statewide, $18.35 in Flagstaff and $15.45 in Tucson. Paid sick time accrues at 1 hour for every 30 hours worked. A payroll provider earns its fee by storing each election, applying the right city rate, and tracking sick time every pay period.

INSIGHT: How does Arizona income tax withholding work?

Employees pick their own withholding rate on Form A-4. Payroll has to apply each election, plus a default for anyone without a form.

  • Individual income tax: a flat 2.5%.
  • Form A-4 options: 0.5% to 3.5%, in half-point steps.
  • Default withholding when no form is on file: 2.0%.
  • Local income tax: none in any city or county.

Employer taxes add a second layer. Unemployment insurance (UI) tax falls on the first $8,000 of each employee’s annual wages, and only the employer pays it. New employers pay 2.0% in 2026, and the Department of Economic Security (DES) assigns an experience rate later. Wage reports go to DES each quarter, and the state center receives new-hire reports. The Arizona Department of Revenue (ADOR) expects a quarterly withholding return and a yearly reconciliation by January 31. Washington collects FICA and FUTA on its own schedule. An Arizona payroll service keeps all of these dates on 1 calendar, and a PEO does the same.

Owners usually look past payroll when insurance and benefits start to hurt. Workers’ compensation is required from the first full-time or part-time employee, and the Industrial Commission of Arizona (ICA) enforces it. Operating without coverage can trigger civil penalties and may lead to criminal charges. A PEO can cover your staff under its own program. You also have to track paid sick time for every worker. Group health, dental, vision, and a 401(k) help you hire, even though health coverage stays optional below 50 full-time-equivalent employees. A plain payroll service Arizona shops rely on will not provide those extras.

INSIGHT: What does an Arizona employer have to provide?

Workers’ comp and paid sick time apply from the first employee. Small employers may skip health and retirement plans, but candidates expect them, and pooled PEO plans fill that gap.

  • Workers’ comp: required with 1 or more employees.
  • Paid sick time: 1 hour per 30 worked, capped at 24 or 40 hours a year by employer size.
  • Minimum wage: $15.15 statewide and $18.35 in Flagstaff.
  • Federal health coverage mandate (ACA): kicks in at 50 full-time-equivalent staff.

That leaves 3 routes. A payroll service in Arizona runs payroll and tax filings only, so you remain the sole employer. A PEO signs a co-employment agreement, then adds benefits, workers’ comp, and HR to payroll while you direct the daily work. The third route is HR outsourcing with no co-employment, a halfway house. My explainer on what a PEO is walks through how duties are shared. A local point matters here: the state dropped its PEO registration requirement in 2024, so no state list exists. Instead, look at the IRS list of Certified PEOs (CPEOs) and any accreditation a provider claims, such as ESAC (Employer Services Assurance Corporation).

My shortlist has 15 names: homegrown payroll firms and PEOs, and national PEOs active in the state. Each profile covers what the provider handles, how it prices, and who it suits. The list spans the business payroll services Arizona companies of 5 to 150 people usually need. If you also want a wider field, see my roundup of the best PEO companies.

Top 15 Payroll Services in Arizona

Before you call any Arizona payroll services company, answer 3 things. Do you want pay and tax filing only, payroll bundled with benefits and workers’ comp, or HR help without co-employment? How big is your team, given workers’ comp from the first hire, the 15-employee sick time tier, and the ACA mark at 50? And does a firm with an office in the state matter more to you than a national benefits program?

There is no single best payroll processing service in Arizona, so I judged each provider against the same points. I looked for correct A-4 handling, on-time DES and new-hire filings, and tracking of city minimum wages and sick time. I also checked the workers’ comp model, the health and 401(k) plans, CPEO status or accreditation where claimed, and clear pricing. The alphabetical order below is deliberate.

All 15 providers appear in A-to-Z order. The sequence says nothing about quality, preference, or ranking.

How Much Payroll Services and PEOs Cost in Arizona

A vendor that only runs payroll tends to bill per pay run or a monthly per-head amount. Advice costs extra: the payroll consultation services Arizona firms offer tend to be charged by project or by the hour. PEOs quote in 1 of 2 ways, either a flat monthly fee per employee or a percentage of total payroll. That fee should include pay and tax filings, benefits and workers’ comp administration, and HR support.

Insurance and plan costs show up apart from the fee: health and workers’ comp premiums, 401(k) charges, and onboarding. The law adds its own costs. On every payroll, you also owe UI tax on the first $8,000 of each worker’s wages, along with federal FICA and FUTA. No provider on this list posted a starting price when I checked, so every figure comes by quote. Judge proposals on total annual cost, since the headline fee tells only part of the story.

INSIGHT: What should Arizona payroll service companies handle for you?

State payroll looks simple, so the risk hides in elections, city rates, and recurring filings. Ask to see how a provider deals with all 3.

  • A-4 elections for every employee, plus the 2.0% default.
  • UI tax on the first $8,000 of wages, at 2.0% for new employers.
  • City minimum wages: $18.35 in Flagstaff and $15.45 in Tucson.
  • Paid sick time accrual of 1 hour per 30 hours worked.

Plenty of companies here keep a sales office or remote staff across the Colorado River. California brings its own payroll taxes, daily overtime, and leave rules. If that describes you, my guide to PEO companies in California lists providers used to that workload.

Employees elsewhere add more rule sets. Florida is a common second state, with no personal income tax but its own reemployment tax. My page on PEO companies in Florida shows how providers there work.

FAQs on Payroll Services and PEOs in Arizona

Should an Arizona small business use a payroll provider or a PEO?

It depends on what you need beyond paychecks. With a payroll provider, you calculate pay, withhold taxes, and file returns, while you remain the employer. A PEO co-employs your staff, so it can also sponsor group health and retirement plans, provide workers’ compensation coverage, and handle HR paperwork. Owners who mainly want accurate pay usually start with outsourced payroll. Those who want benefits and HR support look at co-employment. Either way, you keep hiring, firing, and daily supervision in your own hands.

Do PEOs have to register in Arizona?

No, not anymore. A 2005 law would have made these firms register with the Secretary of State, but lawmakers kept delaying its start for years. A law signed on April 2, 2024 removed the requirement altogether. With no state list to consult, check whether the provider holds IRS certification as a Certified PEO and whether any accreditation it claims is current. Then read the service agreement closely, because it sets out which duties the provider accepts and which remain yours.

How does state income tax withholding work in Arizona?

The tax rate is a flat 2.5%, but withholding depends on each employee’s choice. On Form A-4, a worker picks a percentage of gross taxable wages from 0.5% to 3.5%, in half-point steps. Someone who expects to owe nothing can elect 0% and must renew that choice every year. If a new hire doesn’t submit a form within 5 days, the employer withholds 2.0% until one arrives. No city or county charges its own income tax, so only the state rate applies.

When does a business in Arizona need workers’ compensation?

From the very first employee. Every public and private employer with 1 or more full-time or part-time workers must carry coverage. Coverage can come from a state-licensed insurer, approved self-insurance, or a co-employment provider that covers staff under its own program. The Industrial Commission of Arizona oversees the system. Operating without coverage can trigger civil penalties that increase with repeat violations and may be treated as a criminal offense. Arrange a policy before the first shift starts.

What is the minimum wage in Arizona for 2026?

The statewide minimum wage has been $15.15 an hour since January 1, 2026, up $0.45 from 2025. Flagstaff sets a higher rate of $18.35. Tucson requires $15.45 for employees who work at least 5 hours per pay cycle inside the city. Under state law, employers may pay tipped staff up to $3.00 less per hour, provided tips bring them to the full minimum. The federal 40-hour workweek threshold applies to overtime. Rates change every January, so review your pay scales each December.

How much does outsourced payroll or a PEO cost in Arizona?

Outsourced payroll is usually priced per pay run or per employee per month, sometimes with a base fee. A PEO typically charges a monthly fee per employee or a percentage of total payroll, based on the quote. Headcount, industry, and the benefits you select all affect the number. Health premiums, workers’ compensation premiums, and retirement plan costs are typically billed on top. Ask every bidder for an itemized proposal, and compare the full yearly cost per employee instead of the advertised rate.
