It uses the euro under a monetary agreement rather than as a eurozone member. Some 82,900 people live in the country, which turned over $4.5 billion in 2025, according to World Bank figures. Tourism and skiing, retail, and banking drive the economy, while the government courts digital services. Crucially for any employer of record Andorra plan, the country is not an EU member.

Hiring in Andorra: What the Rules Demand

The labor market is tiny, highly educated, and multilingual, concentrated in and around the capital, with services dominating employment. The constraint is real: for specialized roles, the domestic pool runs out quickly, and companies routinely recruit from Catalonia and southern France. That is why an Andorra employer of record arrangement appeals. A foreign company can employ staff through a partner without registering its own Societat Limitada or Societat Anònima.

An employer of record is a third-party legal entity that hires staff on a foreign client’s behalf and takes on Andorran employment obligations. That entity runs the local payroll, while the client keeps directing the work. Locally, that means a written contract in Catalan with pay in euros. Add registration with the Caixa Andorrana de Seguretat Social (CASS), with contributions filed monthly. Then impost sobre la renda de les persones físiques (IRPF) withheld at source, statutory leave, and an immigration authorization under the annual quota. Every EOR Andorra engagement must cover all of it.

INSIGHT: What does an Andorran employer actually pay on top of salary?

The employer load is modest by European standards, which is much of the appeal. The headline 22% hides a split worth knowing before you model anything.

  • The CASS takes 22% of the global salary in total, and the halves are uneven. The worker pays 6.5%, split into 3% general and 3.5% retirement. The employer pays 15.5%, being 7% general and 8.5% retirement.
  • The employer must deduct the worker’s 6.5% at source, and no agreement to the contrary is permitted. Declaration and payment run monthly in arrears, between the 1st and the 15th.
  • IRPF is a flat 10%, withheld by the employer. The first EUR 24,000 is exempt through the personal minimum reduction, rising to EUR 40,000 where a spouse or stable partner lives with the taxpayer.
  • The minimum wage rose 2.8% to EUR 9.05 an hour from 1 July 2026. The decree puts that at EUR 1,568.67 a month for a 40-hour week. Paid leave runs to 30 calendar days a year, or 22 working days.

What Is the Best EOR Option in Andorra?

Take the Andorran case first. 3 of the 10 are Andorran companies that draft in Catalan as a matter of course. They deal directly with the CASS and the immigration service, and know how the quota works in practice. When contract language is a legal requirement, and the permit is capped by decree, that is not a soft advantage. INSIGHT: Why the immigration quota, not the paperwork, sets your start date

Andorra sits outside the EU, so nobody arrives with free movement. Work authorizations are capped by quotas the government sets by decree.

  • The Government fixes the quotas periodically by regulation under articles 5 and 23 of Llei 9/2012. Each one is published in the Butlletí Oficial del Principat d’Andorra (BOPA) after review by the Consell Econòmic i Social.
  • Decret 159/2026 approved a contingent of up to 800 residence-and-work and frontier-work authorizations running to 31 October 2026. Grants made under 2 earlier decrees that year come out of it.
  • A frontier worker authorization is its own category inside that quota. It is the route for somebody who keeps living over the border in Spain or France.
  • Contingents get used up and topped up. More than 10 quota regulations were published during 2026 alone, one noting that the previous allocation had run out some time earlier. Andorrans and legal residents are prioritized by law.

INSIGHT: Andorran firm or international platform: which fits your hire?

Andorra is one of the few small markets where the in-country option genuinely competes. The choice turns on how many other countries sit on the plan.

The governing instrument is Llei 31/2018, del 6 de desembre, de relacions laborals, which replaced the 2008 Codi de relacions laborals. It was amended in March 2026 to strengthen collective representation, and it requires every employment contract to be in writing. Paid leave runs to 30 calendar days a year, or 22 working days, and the ordinary week is 40 hours.

Does an employment contract have to be in Catalan?

Yes, and the rule sits in the language law rather than the labor code. Article 23 of Llei 6/2024 obliges any interested party to contract in Catalan and to receive employment contracts in it, with pay in euros. Where the documents come from a non-Andorran company, the law is satisfied by supplying a translation. A clause making the original language prevail in case of any discrepancy remains valid, unless the translation is a sworn one.

How do CASS contributions and income tax work?

The employer registers the worker with the CASS from the start of the relationship, then declares and pays monthly between the 1st and the 15th.
