Under co-employment, a Professional Employer Organization (PEO) shares the employer role with the business that signs it up. Wages and employment taxes run through the PEO’s accounts, staff joins its group health and retirement plans, and its workers’ comp program covers injuries. The owner still hires, fires, and directs the work. South Carolina counts 530,402 small businesses employing 863,326 people. Few of those firms have the headcount to win large-group insurance rates on their own.
This year, 3 Palmetto State rules weigh on that choice. H. 4216 lowered the top income tax rate to 5.21% retroactive to January 1, so withholding changed partway through the year. Workers’ comp becomes mandatory at 4 regular employees, and every private employer must run new hires through E-Verify. Co-employers here are also licensed by the Department of Consumer Affairs. That gives anyone weighing a South Carolina PEO a simple first check.
PEO South Carolina: Why Small Employers Bring One In
South Carolina now taxes wage income at just 2 rates. According to the Department of Revenue (SCDOR), taxable income below $30,000 is taxed at 1.99%, and income from $30,000 up is taxed at 5.21% minus $966. The old top rate was 6.0%. Because the cut reaches back to January 1, 2026, many pay runs used the old rates for months. The law also allows further cuts when state economists project revenue growth of 5% or more. Counties and cities add no wage tax, and minimum wage and overtime follow federal rules. Loading each new rate on time is a South Carolina payroll service’s core job. So is keeping every SC W-4, the state withholding certificate, up to date.
INSIGHT: What changed for South Carolina payroll in 2026?
The top income tax rate dropped retroactively, so any payroll configured for 2026 deserves a second look.
- Top rate: 5.21%, down from 6.0%, retroactive to January 1, 2026; income below $30,000 is taxed at 1.99% (SCDOR, April 15, 2026).
- Future cuts: if revenue goals are met, later reductions can continue down to a 1.99% top rate (EY Tax News, April 22, 2026).
- Returns: SCDOR expects a withholding filing every quarter, due by the last day of the next month (SCDOR, October 2026).
- Minimum wage: no state law, so the federal $7.25 an hour applies (US Department of Labor, October 2026).
Sources:
Employers also carry taxes their staff never see. State unemployment insurance (UI) is run by the Department of Employment and Workforce (DEW). Owners pay it on the first $14,000 a worker earns each year (staff contributes nothing). New employers start at 1.06% in 2026, while experienced rates run from 0.06% to 5.46%. Wage reports go to DEW every quarter, on the same rhythm as SCDOR withholding returns. State law adds 2 hiring deadlines. Each hire must reach the state directory within 20 calendar days, while the E-Verify check has only 3 business days. Federal FICA and FUTA sit on top. Good payroll services in South Carolina keep all of these dates on one calendar.
Owners who move past plain payroll usually do it for 2 reasons. The first is injury coverage. Under Section 42-1-360 of the state code, a business needs workers’ comp once it regularly employs 4 or more people. The Workers’ Compensation Commission (WCC) counts part-time staff and family members too. A PEO can cover those workers under its own program. The second reason is benefits. Below 50 full-time-equivalent workers, nobody has to offer medical coverage, but job seekers raise it in almost every interview. Pooling many small clients, PEO services in South Carolina open the door to group medical, dental, vision, and 401(k) coverage.
INSIGHT: Which insurance and benefits does a South Carolina employer have to provide?
The state requires only injury coverage. Medical and 401(k) plans are voluntary for small firms, but they often decide hiring battles, and pooled PEO plans make them affordable.
- Workers’ comp: required with 4 or more regular employees, counting part-time staff and family members (WCC, October 2026).
- Exemptions: fewer than 4 employees, under $3,000 in prior-year payroll, and casual employees (S.C. Code § 42-1-360, October 2026).
- ACA: the federal Affordable Care Act coverage duty begins once a firm reaches 50 full-time equivalents (IRS, October 2026).

The real choice is how much of the employer role you want to share. With co-employment, the PEO takes over paychecks, plans, injury coverage, and HR files, and you still run the shop floor. Contract details are covered in my primer on what a PEO is. A payroll vendor only pays people and files returns. Advice-only HR outsourcing lands somewhere between them. Running a PEO in South Carolina requires a license from the Department of Consumer Affairs (SCDCA). Each license is valid for 2 years, and the agency’s Licensee Lookup shows which firms are active.
My shortlist holds 15 firms: Palmetto State co-employers and payroll shops alongside national PEOs that take South Carolina clients. Every entry sets out services, billing and the kind of owner each firm fits. Federal status is a separate check, so I also searched the IRS list of Certified PEOs (CPEOs). If no South Carolina PEO provider here fits, my ranking of the best PEO companies covers the national field.
Top 15 PEO Companies in South Carolina
Start with the scope of help. Some owners want medical plans and injury coverage wrapped into pay runs. Others need only paychecks and returns, or advice without shared employer status. Headcount comes next, because the 4-employee workers’ comp line and the 50-employee ACA mark both change what you need. Then ask yourself whether a hometown office or a bigger national insurance pool matters more. Most PEO companies in South Carolina will price more than one setup if you ask.
To compare PEO companies, South Carolina owners can use the checklist I applied. It starts with an active SCDCA license, correct withholding through the 2026 tax change, on-time DEW filings, and E-Verify support. Beyond those basics, injury coverage setup, medical and 401(k) plan value, and any claimed CPEO or ESAC status shaped my notes. Open pricing counted in a provider’s favor.
All 15 providers appear in A-to-Z order. The sequence says nothing about quality, preference, or ranking.

PEO and Payroll Pricing for South Carolina Employers
Expect 1 of 2 billing formulas from a co-employer: a set dollar amount for each worker every month, or a slice of gross wages. Most quote after reviewing headcount, industry, and claims history. ERG Payroll & HR is the exception on this list. Its guHRoo site shows $139 per employee per month for the PEO plan and $79 for payroll and HR without co-employment. A vendor that only cuts paychecks bills far less, usually per run or per head, yet leaves you to source insurance yourself.
Inside the fee for South Carolina PEO services you normally get pay runs, tax returns, plan enrollment, injury claims help and an HR adviser. Insurance premiums, retirement plan charges and any setup fee tend to land on the invoice as extra lines. Statutory charges ride on top no matter who you hire: DEW’s 2026 UI rates on the first $14,000 of each wage, plus FICA and FUTA. Compare offers on total yearly cost per employee, not on the headline fee.
*As pricing is subject to change, we are listing prices as they stand in October 2026
INSIGHT: What should South Carolina payroll services handle for you?
State payroll rules are light, so the risk sits in tax changes, filing dates and hiring checks. Ask how each provider handles every one of them.
- Withholding: 1.99% and 5.21% brackets under H. 4216, retroactive to January 1, 2026 (SCDOR, April 15, 2026).
- Unemployment tax: 1.06% for newcomers and 0.06% to 5.46% once rated, on up to $14,000 per worker (DEW, 2026).
- E-Verify: every new hire verified within 3 business days (S.C. Code § 41-8-20, October 2026).
- New hires: reported to the state directory within 20 calendar days (S.C. Code § 43-5-598, October 2026).

Plenty of Upstate and Lowcountry companies also run a branch in Florida. Florida skips the income tax, yet a branch there still needs pay runs and coverage. For teams in Jacksonville or Tampa, see the PEO companies in Florida I reviewed.
Remote staff further afield bring very different rules. California, for instance, pays overtime by the day and withholds for state disability insurance. Read my list of PEO companies in California before a first hire there.
Questions South Carolina Owners Ask About PEOs and Payroll
What does a PEO do for a small business in South Carolina?
It co-employs your staff. That lets it run payroll, file state and federal employment taxes, and enroll your team in its group health and retirement plans. It can also cover workers under its workers’ comp program and take on HR paperwork such as new-hire reports and E-Verify checks. You still hire, fire and direct the daily work. Duties are split in a written client agreement. Check that document line by line before signing. Ask in particular who handles workers’ comp claims and unemployment filings.
Do PEOs need a license in South Carolina?
Yes. Any business offering co-employment services in the state needs a license from the Department of Consumer Affairs. It can apply as a single organization or as a group, and it must show a net worth of at least $50,000. A license lasts 2 years, renewals run from August 1 to September 30 of each odd-numbered year, and the current period ends in 2027. The department’s Licensee Lookup shows who is active. Federal CPEO certification is a different credential, tracked by the IRS.
When does a South Carolina business need workers’ compensation?
Coverage becomes mandatory once a business regularly employs 4 or more people in the state, and part-time workers and family members count toward that number. Businesses with fewer than 4 employees, or under $3,000 in payroll the previous year, are exempt. So are casual employees and a few other groups, including most agricultural workers. The Workers’ Compensation Commission notes that paying people on 1099 forms does not settle the question. Plenty of small firms skip a standalone policy and rely on their co-employer’s master coverage.
What is the South Carolina income tax rate for 2026?
H. 4216, signed on March 30, 2026, sets 2 rates: 1.99% on taxable income below $30,000 and 5.21% above it, down from a 6.0% top rate. The change applies retroactively to January 1, 2026. Further cuts are possible if state economists project revenue growth of 5% or more. Local governments here levy no income tax on wages. Employers therefore withhold only state and federal tax, using the current SCDOR formula and each employee’s SC W-4 elections. Check that mid-2026 pay runs picked up the new rates.
How much does a PEO cost in South Carolina?
Most providers charge either a fixed monthly amount per worker or a percentage of total payroll, and most share numbers only in a quote. Your quote moves with headcount, the riskiness of the work, past injury claims and the medical plans you pick. Only 1 provider on this list publishes its prices online, so expect a discovery call with the rest. Health and workers’ comp premiums and retirement plan costs usually appear as separate lines. Add up the full yearly cost per employee, including UI tax, before you compare offers.
What is the minimum wage in South Carolina?
The state never passed a wage floor statute. Covered employers therefore pay at least the federal $7.25 an hour. Under the federal Fair Labor Standards Act (FLSA), any hour beyond 40 in a workweek earns time and a half. State law does not require paid sick leave, and it sets no meal or rest break rules for adult employees. State law also bars cities and counties from mandating employee benefits, so the same rules apply statewide. Many employers still offer paid time off to compete for staff.
