An employer of record lets a foreign company hire in a country where it has no legal entity. The provider signs the employment contract, runs payroll and pays social security, while the client directs the work. In a market as small as São Tomé and Príncipe, this saves the cost of incorporating for a handful of staff.
2 local details matter most. The social security rate has been raised on paper twice and suspended both times, so the rate in force is lower than many guides claim. The dobra is pegged to the euro, removing the currency risk most small-market payrolls carry.
Why a São Tomé Hire Needs Local Footing
An employer of record São Tomé and Príncipe hire lands in a 2-island state in the Gulf of Guinea, off Central Africa. The capital, São Tomé, is on the larger island, and Príncipe is an autonomous region. The World Bank estimates 240,254 inhabitants and a $981 million economy for 2025, up 1.0% from the previous year. Portuguese is the official language, with Creole languages widely spoken. The dobra (STN) holds at STN 24.5 per euro, according to the Banco Central de São Tomé e Príncipe. The country belongs to the Community of Portuguese Language Countries (CPLP).
Tourism and hospitality lead private hiring, followed by cocoa and agriculture, including a premium cocoa trade. Fisheries and the blue economy, port and logistics work, and telecommunications also drive demand, and the donor and NGO sector is a major part of the economy. The formal labor market is small and Portuguese-speaking, with strong ties to Portugal and Angola. A São Tomé employer of record lets an outside company take on staff without registering an entity.
The provider acts as the legal employer, handles local obligations and pays salaries, and the client manages day-to-day tasks. Locally, that means a contract under the Código do Trabalho (Labor Code, Lei n.º 6/2019) and payroll in dobras. It also means registration with the Instituto Nacional de Segurança Social (INSS, the social security institute). Monthly contributions and income tax withholding follow. Any employer of record in São Tomé and Príncipe should read the exit terms early, since the Code sets compensation floors in months of pay.
Of the 10 providers I reviewed, just 1 lists an office in the country. The rest serve it from Portugal, other African hubs, or further away. For each, I set out scope and strengths, and compared them fairly against the months a local company registration and its paperwork can take. For 1 or 2 hires, that difference usually decides the route.
INSIGHT: What does a São Toméan employer actually pay on top of salary?
The INSS contribution is the whole statutory employer load, with no second fund. The figure you will see depends on which decree a source believes is in force.
- INSS: 6% from the employer and 4% from the employee, 10% in total. Higher 8% and 6% rates were enacted in 2014 and 2022 but suspended both times (Téla Nón, January 2023).
- Base: I found no official floor or ceiling on the contributory base. Ask the INSS or your provider to confirm before modeling high salaries.
- Minimum wage: STN 3,000 a month (about €122) for public administration from October 2025 (STP-Press). Trackers report the same private sector figure from 1 September 2025 (WageIndicator).
- Thirteenth month: the Code mentions a Christmas allowance only in its lay-off chapter (article 141). I found no general rule requiring one, despite provider claims (Código do Trabalho).

What Is the Best EOR Option in São Tomé and Príncipe?
An EOR São Tomé and Príncipe hire benefits from a provider with real Lusophone footing. Contracts run in Portuguese under a Labor Code from 2019, INSS filing is a local monthly task, and published contribution rates disagree. Someone working in the market spots that faster. Only PI Advisory lists an office here, in Trindade on São Tomé island, alongside Luanda, Lisbon and Maputo.
A platform reaching in brings the same forms, logins, and process it runs in dozens of other countries. The payoff grows once São Tomé becomes the third or fourth country on the same account. Because the euro rate never moves, today’s salary budgets will still hold next year. Published detail runs from nothing at all to long statutory walkthroughs. The longest pages include some of the clearest errors, so detail is no proof of accuracy. A São Tomé and Príncipe employer of record with a thin page may still run a sound payroll.
Send each shortlisted provider 4 questions. Does the provider sign through a company it owns, or through someone else’s? Which INSS rate will it apply, under which decree? What does the quote assume about termination compensation? If the hire is a foreigner, who files with the labor ministry? Just 2 of the 10 publish a fee, so most answers will come with a quote. Compare those quotes line by line, not just on the monthly fee.
INSIGHT: Enacted twice, suspended twice: the São Tomé contribution puzzle
Higher rates were legislated twice and suspended twice. Sources that read the decree without the suspension report rates of 8% and 6%, while the collected rate remains lower.
- Decreto-Lei n.º 25/2014 set the general rate at 14%, with 8% from employers and 6% from workers (ILO copy of the decree). Decreto-Lei n.º 21/2015 suspended it.
- Decreto-Lei n.º 19/2022 tried again from 1 January 2023. Decreto-Lei n.º 25/2022 of 30 December 2022 suspended it, keeping 10%, split 6% employer and 4% worker (Téla Nón).
- One provider shows an employer rate that varies by risk class. I found no such banding in the decrees reported, so ask for the legal basis in writing.
- Applying 6% when a higher rate were in force would underpay the INSS each month. Applying 8% today overstates every hire, so get the rate confirmed by the INSS.
10 Providers Offering São Tomé and Príncipe EOR Services
I reviewed providers that offer employment, EOR, or payroll services covering São Tomé and Príncipe. My checks for an EOR in São Tomé and Príncipe started with Dobra Payroll and INSS registration at the right rate. Next came contracts under the Código do Trabalho. Tax withholding, permits for non-nationals, and openness on price rounded out the review. Only 1 provider lists an office in the country, and only 2 publish a fee. The roster combines names supplied by the Anywherer team with platforms I verified myself.
Providers appear in A-to-Z order. The sequence says nothing about quality, preference, or ranking.

INSIGHT: What does an EOR in São Tomé and Príncipe cost?
Only 2 of the 10 show a price; the other 8 ask for a custom quote. The fee is the predictable part, while the INSS rate and the Code’s exit floors set the real exposure.
- Published prices: Playroll starts at $399 a month per worker, and RemotePeople lists $400 to $700 (checked October 2026). Each is one vendor’s figure, not an average.
- Statutory load: 6% employer INSS on gross pay under the rates still in force, with an 8% figure circulating from suspended decrees (Téla Nón).
- Exit floors: unlawful dismissal costs at least 3 months’ pay (article 331). Ending a job for economic reasons costs at least 6 months ‘ pay (article 335, Código do Trabalho).
- Ask for separate lines: management fee, INSS at the confirmed rate, tax pass-through, work authorization, and how the contract funds termination costs.

For another Portuguese-speaking archipelago with a euro-linked currency, my Cabo Verde EOR guide is the closest comparison.
As I build a wider Lusophone plan, many regional providers start in Luanda, and my notes on employer of record in Angola cover that market.
Across the gulf, my Gabon EOR services guide shows a CFA franc market with a different legal tradition. Speaking Portuguese does not make the rules identical. An EOR in São Tomé and Príncipe still follows its own INSS rate, Labor Code, and exit floors.
What to Know About EOR São Tomé and Príncipe: FAQs
Which parts of the Labor Code shape a São Tomé hire?
The Código do Trabalho, approved by Lei n.º 6/2019 of 11 April 2019, took effect 90 days later and replaced the 1992 regime. It requires written contracts for fixed-term and foreign staff and sets a 30-day probation period, or 180 days for complex roles. The week is 40 hours and 8 a day, and annual leave is at least 22 working days. Summaries written before 2019 can be wrong on the whole framework, not just on single figures.
Which INSS rate should a payroll use?
The rate collected is 6% from the employer and 4% from the employee. Decrees from 2014 and 2022 set 8% and 6%, but Téla Nón reported in January 2023 that both were suspended. I found no rate banded by risk class and no confirmed floor or ceiling. Because sources disagree, ask the provider to confirm the rate in writing with the INSS before the first payroll. The difference is 2 points of salary on the employer side.
What is the minimum wage in São Tomé and Príncipe?
Public administration pay rose to a minimum of STN 3,000 a month from October 2025, about €122 at the fixed euro rate. Wage trackers report the same private sector figure from 1 September 2025, though I could not find the official text. Any amount quoted in millions of dobras uses the pre-2018 currency, which was redenominated at 1,000 old to 1 new. Check any provider figure against that rule before using it.
What does it cost to end a contract?
A worker resigning gives 30 days’ notice, or 60 after 2 years of service. An unlawful dismissal entitles the worker to 1 month’s pay per year, at least 3 months, doubled after age 50 (article 331). Ending a job for economic reasons costs at least 6 months (article 335). Collective dismissals also carry 60 days’ notice (article 351). A quote that ignores these floors leaves out the highest contingent cost.
How do I choose between these providers?
Ask whether the provider holds its own local entity, uses a local partner, or serves the country from abroad. Check which INSS rate it applies and under which decree, and that contracts come in Portuguese. Confirm how termination compensation and work authorization are handled. Then get a written quote split into fees, statutory costs, and contingent liabilities, since only 2 of the 10 publish prices. Keep the INSS confirmation with the contract file.
