A semiconductor plant in Wuxi, a fund manager in Shanghai and a German supplier in Shenzhen all need senior people. They rarely need the same recruitment company in China, though. Some firms know the domestic talent pool inside out, while others specialize in helping foreign groups find bilingual leaders.

I reviewed 15 firms on their own websites in Chinese, English, and French, and compared their sectors, cities, seniority levels, and track records. Use this guide to find the China recruitment agency that fits your next search.

How Hiring Works in China Today

China’s hiring market is huge and highly regional. The National Bureau of Statistics (NBS) reported an urban surveyed unemployment rate of 5.3% in August 2026. That was 0.1 points higher than July, and the January-to-August average stood at 5.2%. With more candidates available, employers have become selective. Experienced managers and specialists in manufacturing, semiconductors, AI, new energy, healthcare and financial services remain scarce. Shanghai, Beijing, Shenzhen and Guangzhou are the main hubs, with the Jiangsu manufacturing belt close behind. Hard-to-fill senior roles are exactly where an outside search firm earns its fee, because the best candidates are usually employed and not applying.

The type of firm you choose shapes the result. A nationwide headhunting network, a regional search firm, and a boutique serving foreign companies operate very differently. Headhunting (猎头, liètóu) is the local term for executive search. Fees, speed, and candidate access differ sharply between these models. The Interim Regulations on the Human Resources Market (State Council Decree No. 700) have been in effect since October 1, 2018. Under them, a job intermediary agency needs a Human Resources Service License from the human resources and social security authority. Recruitment information must be truthful and free of discrimination. Candidate data falls under the PIPL, the Personal Information Protection Law in force since November 1, 2021. Every firm in this guide recruits in China for Chinese employers, foreign companies, or both.

The 15 firms below cover mid- to senior-level headhunting, C-suite search, and specialist sectors from finance to semiconductors. Several also support foreign companies entering China with recruitment process outsourcing (RPO). Others concentrate on a single province or industry. What follows are my reviews of 15 recruitment agencies in China, sorted alphabetically.

Top 15 Recruitment Agencies in China for 2026

For each firm, I read its official site and noted the founding year where stated, office cities, sectors, and seniority levels. I also checked whether it serves mainly Chinese employers or foreign companies. A license is mentioned only where the firm’s own site claims it, and a website ICP filing is never treated as a license. That is the level of openness to expect from a recruitment agency in China.

This list covers 15 firms, from nationwide headhunting networks and regional Chinese search firms to boutiques that help foreign companies hire. Awakener, Bright Talent, Connecting Talents, Gaobang, Henderson, HorBohr, Risfond and YSDHR recruit mainly for Chinese employers – the other 7 focus on foreign companies. I haven’t ranked the top recruitment agencies in China because each serves a different kind of client.

Every firm appears in A to Z order by name, a neutral sequence that carries no ranking.

Awakener

Quick Overview

Awakener (天启者, Meet Future Associates) is a boutique headhunting firm founded in June 2019 in Shanghai and Chengdu. It places mid- to senior-level managers and offers leadership solutions, with 6 industry teams and 2 functional teams. Founder and CEO Hugo Zhang has more than 20 years of experience in executive search.

Unique Strengths

  • Founding consultants with nearly 20 years in headhunting
  • Teams for manufacturing, automotive, retail, and real estate
  • Offices in Shanghai and Chengdu
  • Entirely focused on the Chinese talent market

Awakener Review

Looking at Awakener, I noticed how openly it ties its model to specialization. Each consultant team covers a defined industry, such as automotive, consumer retail, education, or the internet. The founder previously ran the China business of a large Asian headhunting firm, which explains the results-first culture. For a domestic company hiring a plant director or regional sales head, it offers focused, partner-level attention.

Bright Talent

bright talent review
Source: Bright Talent

Quick Overview

Bright Talent is an HR consultancy in the Software Park on East Beijing Road in Taicang, near Suzhou. It serves the East China region with executive search, RPO, HR consulting, career guidance, and training. The firm says its connections come from 10 years of headhunting for German automotive companies.

Unique Strengths

  • Long track record with German auto suppliers
  • Consultants with plant and recruitment backgrounds
  • RPO for cost-effective volume hiring
  • Career coaching and transition support for candidates

Bright Talent Review

Reviewing their service, I saw a firm shaped by its location. Taicang hosts a large cluster of German manufacturers, and Bright Talent’s consultants understand factory operations because several worked in plants themselves. That shortens the briefing for engineering and production roles. Combining search, RPO, and training suits a mid-sized plant that is building a team. Its focus beyond East China is limited.

Connecting Talents

Quick Overview

Connecting Talents operates the 才集猎头 headhunting brand from Shanghai and serves companies across China. It recruits mid- to senior-level talent for fast-growing Chinese firms, from directors to general managers and board members. Fields include group headquarters, chain services, healthcare, real estate, and finance.

Unique Strengths

  • Partners with more than 10 years of headhunting experience
  • Experts in assessment, pay and leadership consulting
  • Recruitment outsourcing and HR consulting
  • Published research on talent and management

Connecting Talents Review

In my evaluation of Connecting Talents, the research side stood out. Its site pairs classical Chinese ideas on judging people with Western tools such as MBTI and competency frameworks. Assessment and compensation specialists support consultants during each search. That depth helps a private group hiring a CFO or head of a business unit. The website is only in Chinese.

Quick Overview

Cornerstone Global Partners (CGP) has placed talent since 2012 and reports more than 350 team members. It runs confidential C-suite and board-level searches, plus contingent recruitment for mid-level to senior roles. Its Keystone AI platform matches candidates, and industry specialists then validate each shortlist. Clients shown on its site include JD.com, HSBC, Standard Chartered and 3M.

Unique Strengths

  • AI-matched shortlists validated by specialists in about 72 hours
  • Confidential C-suite and board searches
  • Support through the first year after onboarding
  • Access to a global talent pool for cross-border roles

Cornerstone Global Partners (CGP) China Review

What stood out to me was the blend of technology and human review. CGP’s AI agents search, match, and even run first video or voice conversations, while industry experts make the final call. The firm says this cuts time-to-hire by 70%, a vendor figure. It suits multinationals filling China roles that need international exposure. Purely local searches may not need this machinery.

  • Talent Insights platform for mapping talent by industry

Direct HR Review

Looking at Direct HR, the market data impressed me most. Its Talent Insights platform shows where specific roles appear across industries, and its reports track foreign talent and pay trends. Client feedback mentions hiring 8 people in Dalian within 30 days. German companies benefit from a site and team that work in their language. It is a sound choice for European employers.

Quick Overview

Dragonfly Group is a Franco-Chinese executive recruitment and HR consulting firm that has helped foreign companies in China since 2004. It has offices in Beijing, Shanghai, Hong Kong, Chengdu, Shenzhen, Wuhan, Guangzhou, and Paris. Its site states that it holds the national HR service license.

Unique Strengths

  • Guarantee of 3 to 12 months on every placement
  • Leadership coaching for Chinese and expatriate managers
  • Intercultural assessment and training
  • Training delivered in French, English and Mandarin

Dragonfly Group Review

After-placement support is what sets Dragonfly apart. Dragonfly approaches passive candidates from middle management to executive committee level. It then coaches Chinese managers taking on international duties and helps expatriates adapt their style. The 12-month guarantee is generous by market standards. French companies in particular will appreciate a partner that works in their language.

  • Proprietary system that tracks key candidates monthly
  • Dedicated directors for over 20 industry segments
  • HR outsourcing and background checks alongside search

Gaobang Headhunting Review

In my evaluation of Gaobang, the published service rhythm caught my eye. The firm promises candidates within 24 hours and interviews within 72 hours, with an average delivery cycle of 3 weeks. Few recruitment companies in China publish a timeline this specific. Recent placements include sponsor representatives at securities firms. Treat the speed figures as targets and confirm them for your role.

Quick Overview

Ginkgo Search Partners is a boutique retained executive search firm founded in 2016 in Beijing. It later expanded to Shanghai, with Hong Kong as a base for China and Asia-Pacific work. Unique Strengths

  • 95% successful placements since 2016, per the firm
  • 80% repeat clients
  • 6-month replacement guarantee
  • Limited number of clients in each market segment

Ginkgo Search Partners Review

What stood out to me was the discipline around conflicts of interest. Ginkgo works with only a few clients per segment, which keeps more candidates within reach. Among the executive recruitment agencies China offers to foreign groups, its partner-led model fits a first general manager appointment. It reports more than 500 search assignments in China. Expect a retained fee structure.

Henderson Headhunting Firm Review

Looking at Henderson, I liked how closely it follows hiring demand. Its news section tracks topics such as chip equipment tenders, optical module shortages, and energy storage salaries. That knowledge helps when a client needs a quality director or a head of foreign trade sales. Recent cases include placements in Dongguan and Shenzhen manufacturing. The site also offers an English version.

Quick Overview

Out2China has supported international companies in China since 1997, with offices in China and Australia. It provides recruitment, RPO, and headhunting for overseas businesses entering the Chinese market. Its recruitment work covers local sourcing, structured screening, and candidate background checks.

Unique Strengths

  • Experience with foreign companies in China since 1997
  • RPO adapted to hiring volume and internal process
  • Background verification before appointments
  • Client keeps final control of hiring decisions

Out2China Review

In my evaluation of Out2China, the case studies were the most useful part. A Sydney e-commerce business used its RPO service to hire quality assurance, finance, and operations staff, with background checks before each offer. It acts as a recruitment agency China newcomers, helping them build their own HR team. The firm suits small overseas businesses more than large corporations.

Quick Overview

Risfond (锐仕方达) was founded in 2008 in Beijing and is headquartered in Chaoyang District. It operates more than 220 branches across 76+ cities and employs more than 3,000 full-time staff. The firm runs executive search and recruitment for strategic industries such as advanced manufacturing, IT, biomedicine, new energy, and electric vehicles.

Unique Strengths

  • A client base of over 65,000 companies, by its own count
  • Proprietary RNSS system with AI candidate matching
  • Consultants specialized by sector, from chips to defense
  • Overseas recruitment alongside domestic searches

Risfond Review

Looking at Risfond, scale is the defining feature. It says it has delivered more than 120,000 placements. Few China recruitment companies can match its branch network, which helps when a client needs similar roles in several cities at once. Its partner model lets branches share searches. Smaller clients may prefer a boutique that gives each role more senior attention from start to finish.

Sapience Pro

Quick Overview

Sapience Pro is the brand of Haokai (Shanghai) Enterprise Management Consulting, based at the AIA Financial Center on East Changzhi Road in Shanghai. It is a China business advisory firm with more than 15 years of experience. Its recruitment service helps foreign SMEs and multinationals hire their first local staff.

Unique Strengths

  • More than 500 clients and 1,000 projects, per the firm
  • Recruitment combined with compliance know-how
  • Experience with foreign market entrants
  • English-language support for overseas managers

Sapience Pro Review

What stood out to me was the advisory angle. Sapience Pro treats recruitment as part of setting up a compliant China operation, so hiring advice comes with context on local rules. A case study describes recruiting for a water-based paint company. That suits foreign founders who need several first hires and practical guidance. Specialist executive searches may still call for a dedicated headhunter with sector depth.

Final Thoughts on Hiring Partners in China

Start with the seniority, sector, and city of the role. Then decide whether you need a domestic headhunter or a firm used to foreign companies. The strongest recruitment agencies in China name their niche, show verifiable results, and explain their terms clearly. A job intermediary needs a Human Resources Service License under the Interim Regulations on the Human Resources Market. Request a copy, then put the fee, guarantee, and replacement promise into the contract.

Hiring the candidate is only part of the work, because someone must also employ them legally. Foreign companies without a Chinese entity can use an Employer of Record in China while they plan a local setup. Brief 2 or 3 of these China recruitment companies at the same time and compare the shortlists they send back.

Your Questions About Chinese Recruitment Agencies

What should I compare when shortlisting the best recruitment agencies in China?

Decide first whether a domestic headhunter or a firm used to foreign clients suits the role. Then check experience in your sector, at the right level and in the city where the hire will work. Request names of current clients you can call, plus a few comparable mandates. Confirm the license, fees, guarantee, and replacement terms in a written contract.

How much does a recruitment company in China cost?

The employer normally pays. Contingency firms charge a fee only when they make a hire. Executive search is usually retained, with payments spread across stages of the assignment. Volume hiring is often priced as a project or RPO fee. The cost depends on the role, its seniority, and the city, so compare written proposals rather than headline rates. Clarify what happens if the hire leaves during the guarantee period.

How do I check if a recruitment agency in China is licensed?

A firm acting as a job intermediary must hold a Human Resources Service License from the local human resources and social security authority. Ask to see the license and the business license before signing. Do not confuse a website ICP filing number with a recruitment license, since the ICP number only registers the website. Other HR services, such as consulting, must be filed with the authority.

What do executive recruitment agencies in China do for foreign companies?

They map the market to show where suitable leaders work and what they earn. Consultants screen candidates in Chinese and English and test their ability to work with headquarters abroad. They benchmark pay and help negotiate the offer. When the chosen person is a foreigner, the employer must also obtain a work permit and residence permit before the start date.

How long does hiring through a Chinese recruitment agency take?

Work begins with a brief and market mapping, continues through a shortlist and interviews, and ends with an offer and the notice period. Senior roles, niche technical skills, and smaller cities take longer. Notice periods and non-compete clauses can further delay a start, especially for senior managers. Ask the consultant for milestones at the first meeting and agree how often you will receive progress reports.

Are recruitment agencies in China regulated?

Yes. The Interim Regulations on the Human Resources Market govern HR service agencies, and the human resources and social security authorities supervise them. Job intermediaries need a license, while other HR services must be filed within 15 days of starting. Recruitment information must be truthful and lawful. The PIPL protects candidate data, so always confirm an agency’s license and data practices.
